French Police composes of National police, Military police and self-administration police and also functions each other. At present, 10% of 36,763 local autonomous entities in France enforce the self-administration police system and bear 100% of the expense. District government supports only basic equipment to them. Nowadays, Korean Noh's government will try to adopt the self-administration police system which is estimated the benchmarking from France's, Spain's and Italy's. But the difference between European countries and Korea is that European countries adopt the self-administration police with their economical independence and Korea adopts it to all 234 local autonomous entities simultaneously. It is only focused to adopt the system without considering economical independence of local autonomous entity. Therefore there is anticipated much trial and error to operate it. When I visited and interviewed with the police and the self-administration police in France, there was different understanding that 90% of presidents in local autonomous entities recognized the expenses of keeping the public peace to be paid not by local autonomous entities but by National government except Neuilly, one of cities in France, where have kept the rich, diplomat, congressman's residence.

프랑스의 경찰은 크게 국가경찰, 군인경찰, 자치경찰로 나누어 각기 기능하고 있다. 현재 36,763개의 자치단체를 가진 프랑스는 이 중에 10%의 지역만 자치경찰을 실시하고 있는데 완전히 100% 자치단체가 비용을 부담하고 있다. 도 차원에서는 기본 장비구입에 대해서만 보조하는 것으로 되어있다. 한국의 노무현 정부가 현재 도입하고자 하는 자치경찰제도의 경우도 프랑스를 비롯해 스페인과 이탈리아의 자치경찰 모델이 상당수 벤치마킹된 것으로 평가된다. 그러나 우리나라와 유럽 국가들의 자치경찰제도에서 크게 다른 것은 그들 국가들이 시장의 자립도에 따라 도입하는 특징에 비해 전국 234개의 기초자치단체장들에게 일시에 제도를 도입해서 실시하도록 한다는 점이다. 말하자면 한국의 경우는 지방자치단체의 재정적 자립도를 전혀 고려하지 않고 제도의 도입에 우선적인 초점을 맞추고 있다는 점이다. 아마도 많은 시행상의 착오가 발생할 것이다. 프랑스의 경우 필자가 방문하여 경찰서와 자치경찰서 관계자들과 인터뷰한 결과 한국과는 전혀 다른 인식을 가지고 있었다. 약90%의 프랑스 자치단체장들은 원래 치안질서 유지는 국가가 담당해 주는 것이지 스스로 재정부담을 하면서 까지 자치경찰을 운영할 필요가 있느냐는 시각을 가지고 있었다. 물론 본 논문에서 소개한 뉘이시(Neuilly)의 경우는 예외다. 왜냐하면 이곳은 다수의 갑부들이나 외교관 그리고 장관 및 국회의원들이 집단적으로 거주하는 곳이라는 특수성을 지니고 있기 때문이다.
