Although the issue of elder abuse in Korea is in practice very serious due to the change in social ethos and values and generation gap, it has failed to be investigated because of cultural peculiarity. With frequent reports on unjust treatment of the aged, desertion of one's parent, and maltreatment and negligence of one's old parents, however, it is inadequate to regard the issue of elder abuse simply as a private issue within a family. Thus, this study aimed at considering types and cause of elder abuse and solving the problem of elder abuse and deciding on a efficient elderly welfare policy to take a measure to improve the quality of their living. For policies to deal with the issue of elderly welfare, first, it is necessary to establish a special center to provide those elders who experienced abuse with appropriate care and a temporary shelter such as a home care service. Second, what is necessary is to construct an aged income security system. Third, it is necessary to develop a policy for reducing a social burden of support by enhancing healthy elders' economic and social contributions. Fourth, it is necessary to provide those elders having difficulty in moving with a service base to cope with their demand for public services.

우리나라의 노인 학대 문제는 실제로는 상당히 심각한 문제임에도 불구하고 우리나라 문화의 특수성으로 인하여 연구의 대상이 되지 못하였다. 그러나 최근 노인에 대한 부당한 대우, 부모의 유기, 노부모 학대 및 방임과 관련된 사건이 빈번히 보고 되고 있어 노인 학대문제를 단순한 가족 내의 사생활 문제라고만 인식할 수가 없게 되었다. 이에 본 연구는 노인 학대 문제의 유형과 원인을 고찰해 보고, 이러한 노인 학대문제를 해결하여 보다 효과적인 노인복지정책을 수립함으로써 노인의 삶의 질 향상을 가져올 수 있는 대책을 마련하는데 연구의 목적을 두었다. 이에 대한 노인복지 정책적 대응 방안으로는 노인을 위한 보호소의 마련, 노후소득보장체계의 구축, 건강한 노인의 경제적․사회적 기여를 증진시킴으로써 사회적 부양부담을 저하시킬 수 있는 정책 개발, 거동불편노인에 대한 공적 서비스 욕구에 대응하기 위한 서비스 기반 마련, 미래의 노인층을 위한 문화여가 시장의 확대 등이 요구된다.
