Eoh Yoon-Jung has often been regarded as a "moderate" Reformer or a pro- Chinese Supporter of the Vassalage to China. In this study, however, we looked beyond the frame of “moderate” and “radical”, and examined his early ideas of “enlightenment” by a comprehensive analysis of his records of Japan and China in the early 1880s when he was most active. Eoh Yoon-Jung left Dongraebu(東萊府) as a the Official Observation Group in February 1881 and arrived in Japan. He enlarged experience with modern Japanese culture and was ordered to visit ministry of finance. He continued his inquiry even after his mission in Japan ended and fellow officers returned. He also traveled to China and stayed abroad for about almost a year, discussing the issue of establishing diplomatic issues of Chosun with Zhou Fu and Li Hong-Zhang. The materials left by Eoh Yoon-Jung during the period include official reports such as Ilbondaejangseongjigjesamujangjeong, Jaejeonggyeongmun, Sumunlog, Jongjeongyeonpyo, Damcho and some of the written documents CheonggyeJungilhanGwangyesaryo. These data are very useful as one of the few sources to identify the early enlightenment idea. Eoh Yoon-Jung believed that the path to modernization lies in trade with foreign countries. In addition, he said that in order to gain the upper hand in trade, domestic commerce should be promoted and self-imposed tariffs should be established. His analysis is the result of close observation of domestic and foreign tax and financial issues. He was particularly radical in the way of modernization. He strongly advocated the revolution of all the traditional Confucian customs the abolition of the entrance examination system. He has repeatedly stressed the need to fully embrace Western law and actively send students to study abroad to Chinese who insist on Yangwo Movement. In addition, he was positive about the westernized way of Japanese enlightenment, but he was wary of the expansion of Japan's influence over Chosun and its internal financial problems. On the other hand, he opposed the moderate like Yangwo Movement of Chinese but also sought advice from them. However, during his meeting with Li Hongzhang, he also sought to reestablish relations with China by insisting on equal trade relations beyond the existing “Sadae” system. Although it failed due to the military mutiny of 1882, it was an attempt to break away from the system of “Sadae” and establish the order of the international law.

어윤중은 흔히 온건개화파 또는 친청사대파로 평가되어 왔다. 그러나 본고에서는 온건과 급진의 프레임을 넘어 그가 가장 활발히 활동했던 1880년대 초의 대일본ㆍ 대중국 사행기록을 종합적으로 분석함으로써 그의 초기 개화사상을 살펴보고자 하 였다. 어윤중은 1881년 2월 조사시찰단의 일원으로 동래를 출발하여 일본 도쿄에 도착했고, 메이지 일본의 정세와 근대 문물을 견문하였으며 별도로 대장성(大藏省) 시찰의 명도 받았다. 그는 동료 시찰단원들이 조선에 돌아간 이후에도 일본 견문을 이어갔으며, 중국에까지 건너가 주복, 이홍장 등과 수교 문제에 대해 논의하는 등 약 1년 동안을 해외에 머물렀다. 이 시기 어윤중이 남긴 자료로는 공식보고서인 日本大藏省職制事務章程과 財政見聞, 메모첩인 隨聞錄, 일기 從政年表, 필담록인 談草와 淸季 中日韓關係史料의 일부 문서 등이다. 을람용 보고서와 개인 사행록 등 다양한 종류의 자료를 통해 어윤중의 초기 근대화 구상을 다각도로 살펴볼 수 있다. 그는 근대화의 길이 외국과의 통상(通商)에 있다고 보고, 통상에서 우세를 점하기 위 해서는 국내 상업 진흥과 자주적 관세 설정이 전제되어야 한다고 판단하였다. 이 러한 그의 분석은 결국 국내외의 조세 및 재정 문제를 면밀히 관찰해 온 결과였다. 또한, 근대화를 이루는 방식에서도 급진적이었다. 종래의 유교적 구습을 모두 혁 파하고 과거제 폐지를 강력하게 주장하였다. 양무적 개혁을 주장하는 중국인들에 게는 서양의 법을 전면적으로 수용해야 하며, 적극적으로 유학생을 파견해야 한다 고 강조하였다. 또한, 서구지향적 일본의 개화방식에 대해서는 대체로 긍정적으로 인식하였지만, 조선에 대한 일본의 영향력이 확장되고 일본 내부의 재정문제가 불 거지는 현안들이 생기자 이를 경계하였다. 반면 청국인과의 관계에서는 서구화에 미온적인 그들의 태도에 반대하면서도 조언을 구하는 하는 등 친밀한 모습을 보이 기도 하였다. 그러나 이는 외교적 수사에 그쳤고 이홍장과 만난 자리에서는 전통 적 사대교린 체제에서 벗어나 대등한 통상관계를 요구하기도 하였다. 이는 임오군 란 등 현실 조건으로 인해 실패하였지만, 사대교린에서 벗어나 만국공법의 질서에 서 중국과의 관계를 적극적으로 재설정하고자 했던 시도로 평가할 수 있다.
