In order to improve the increasingly serious air pollution problem, the government is strengthening emission regulations for large-scale enterprises while promoting policies to support small or medium sized enterprises(SMEs). SMEs seem to be not directly affected by the current regulations. However, the potential impact of the policies cannot be ignored. In order for SMEs to upgrade their regulatory responsiveness and sustainability, they need to have more supportive government policies so as to resolve the difficulties that they have experienced so far. To this end, this study analyzed some major obstacles experienced by SMEs for suggesting effective and supportive policies on the related regulations affecting SMEs. Surveys and interviews were conducted in the manufacturing sectors of the selected SMEs. Reliability of facility efficiency, cost of introducing techn -ologies, persistence and consistency of policies, and inherent process delay of introducing technology were pinpointed as serious obstacles. Note that cost of introducing technologies has been a main barrier for a long time, and there is a great demand for the better role of the government, effectively dealing with the accumulated problems and issues on the environmental regulations raised by SMEs.

날로 심각해지는 대기 분야 환경문제를 개선하고자 정부는 대량 배출사업장에 대한 대 기 배출규제를 강화하는 한편 규제 사각지대 관리 차원에서 중소사업장에 대한 지원정책 을 추진 중이다. 중소사업장이 대기 분야 환경규제 정책의 직접적 영향권 내에 있지는 않 지만 정책의 잠재적 영향을 무시할 수는 없다. 이들 중소사업장이 규제 대응력을 키우고 기업의 지속가능성을 유지하기 위해서는 이들이 체감하는 애로사항을 해소하기 위한 정 부 정책 수립이 필요하다. 이에 본 연구는 대기 분야 환경규제 대응 중소사업장의 방지시 설 설치・운영과 관련하여 효과적 지원정책 추진을 위해 중소사업장에서 체감하는 애로 요인을 분석했다. 제조 분야 중소사업장을 대상으로 설문조사 및 인터뷰를 실시하였으며, 조사 결과 중소사업장은 설비의 효율에 대한 신뢰도, 기술도입 비용, 지원정책의 지속성 및 일관성, 긴 기술도입 기간 및 도입절차의 복잡성 등을 가장 심각하게 생각하는 것으로 분석되었다. 특히, 기술도입 비용은 이전부터 지속적으로 심각하게 여기는 문제였으며, 기 업이 체감하는 문제 해결을 위한 정부의 적극적 정책 지원에 대한 요구가 큰 것을 확인하 였다.
