The environments surrounding the police have been changing. Crime rates have been rising rapidly, and citizens have been loosing concerns about community problems. In order to prevent crime and maintain communal safety, the police should build key partnerships with citizens and private security providers in an effort to forge new alliances with the community. Such efforts could be called 'Cooperative Policing,' which bases its theoretical backgrounds on 'Community Policing' and 'Co-production' of public goods. In this study, the conditions and problems of current Cooperative Policing in Korea were explored. In Korea, many activities concerning Cooperative Policing have implemented, but nevertheless some problems continue to be exist. Highly centralized police authorities, uniform activities unconsidering peculiar characteristics of different localities, low public relations, administrative norms stressing mechanical efficiency and easy-going(without disputes), lack of proper incentives etc, were analysed and some measures to cope with them were also offered.

본 연구는 현재 치안행정에 있어 지역주민들과 민간경비가 참여할 수 있는 제도적 장치에는 어떠한 것들이 있으며, 그와 같은 제도들의 문제점이 무엇인지를 분석하고 향후 협력치안을 활성화시킬 수 있는 방안을 모색하는 것을 주요한 목적으로 하였다. 우선, 경찰자료 및 선행연구들을 중심으로 우리나라에서 시행되고 있는 협력치안들에 대하여 살펴본 후 주민협력 치안활동과 민간경비 협력활동에 있어서의 문제점들을 지적하였다. 이후, 협력치안 활성화 방안들로 경찰체제의 분권화, 협력치안에의 참여 채널의 다양화와 실질화, 적극적 정보공개 및 홍보, 협력치안 활동의 체계적 평가와 환류, 경찰공무원의 태도 및 가치관의 변화, 협력에 대한 적절한 동기 부여 등을 제시하였다.
