Collective tie in a community is pursued when a personal solution for a given problem fails. People pursue a solidarity for their individual or community's survival. However, violence may arise from the collective tie or solidarity. Thus, our endeavor has to be given to find a way how a collective tie leads not to violence but to the solidarity to build a desirable community. This is the subject matter of this paper: the conditions of solidarity for a desirable community. The solidarity for Konrad Lorenz and Thomas Hobbes is not much different from violence. The concept of solidarity as the reverse side of justice posed by Jürgen Habermas revels some weakness not to embrace the so-called "concrete self". But, Arendt's concept of power is quite different from that of Hobbes or Max Weber, and can be the foundation to explicate the good solidarity. The constituent elements of Arendtian power make those of good solidarity.

공동체의 집단적 결속은 개인이 자신의 힘만으로 생존이 불가능할 때 추구된다. 인간은 특히 자신에게 다가오는 폭력에 맞서서 자신의 생존을 이루기 위해, 또한 나아가 자신이 속한 집단의 생존을 위해 결속을 추구해 왔다. 그런데 폭력도 역시 결속에서 나온다. 따라서 우리의 고민은 결속이 폭력으로 나아가지 않고 공존과 협력을 이루어내는 결속이 어떻게 가능한가에 초점이 맞추어질 필요가 있다. 이것이 바로 좋은 공동체를 만드는 연대의 조건에 대한 철학적 질문이 된다. 로렌츠와 홉스가 말하는 연대는 폭력과 크게 다르지 않다. 하버마스의 연대 개념은 정의의 이면으로 설명되지만, 개인의 정체성을 인정하는데서 발생하는 밀접한 관계를 통해 형성되는 연대가 아니며 사회적 변화를 이끌어내는 중심 개념이 될 수는 없다. 아렌트가 제시한 권력 개념은 홉스와 베버의 권력 개념과는 이질적이며, 이것이 좋은 연대를 설명하는 기초가 된다. 아렌트적 권력의 구성의 조건이 좋은 연대의 조건이 될 수 있다.
