Despite the seriousness of climate change, the international community's response is not sufficient. It is very difficult to copy with the climate crisis because the theoretical storm of the uncertainty, the global storm, and the generational storm are combined with each other. We will focus on the problem of future generation. The issues of future generations were presented through the social discount rate debate. some economists proposed the lower social discount rate or the intergenerational distributional weights. It is meaningful that they tried to explain the intergenerational equity within the framework of economics. However, the social discount rate is not only the matter of economics but also of philosophy. It does not belong to the private sector but the public sector. In this sense, we have to examine the meaning of public citizen and the community, and to expand the time horizon. We have to explore the possibility of responsibility ethics which recognizes the conservation of community as the fundamental principle. We recognize value-pluralistic reality as the given, and explore the possibility of deliberative approach. We have to exercise our imagination in the face of the uncertainty and have the empathy for their lives in the viewpoint of future generation.

기후변화의 심각성에도 불구하고 국제사회의 대응은 원활하지 않다. 불확실성과 관련한 이론적 폭풍, 국가들의 이익이 충돌하는 범지구적 폭풍, 현세대와 미래세대간의 세대간의 폭풍이 서로 결부되어 문제 해결이 쉽지 않다. 이글은 그중에서도 미래세대의 문제를 집중적으로 검토한다. 기후변화에서 미래세대의 문제는 사회적 할인율 논쟁을 통해 나타났다. 경제학자들이 관행보다 낮은 할인율을 도출한 것이나 세대 간 분배적 가중치를 제안한 것은 세대간의 형평성을 경제학 체계 내에서 설명한 것으로 의미가 있다. 하지만 할인율은 경제학의 문제이면서 동시에 철학의 문제이다. 그것은 사적 행위가 아니라 공적 영역에 관련된다. 이런 점에서 우리는 공적 시민으로서의 인간과 공동체의 의미를 생각해보고, 시간지평을 확대해야 한다. 그래서 공동체의 유지를 기본 책무로 인정하는 책임윤리와 가치다원적 현실을 반영한 숙의민주주의적 접근을 모색해야 한다. 그리고 기후문제는 미래와 관련되기 때문에 불확실성에 대처하기 위해 상상력을 발휘하고 미래세대의 관점에서 그들의 삶에 대해 감정이입하는 과정이 필요하다.
