This paper introduces new issues of ecological ethics, and tries to analyze them. Firstly, we will explain the issues of 1960s when ecological ethics started in order to respond the environmental crisis such as the destruction of ecosystems, population growth, and resource scarcity. When the survival ethics conflicted with the coexistence ethics, most environmental ethicists supported the ethics of coexistence. Since 21st century, the new issues about climate, water and food have emerged, they have evolved to the discipline of climate ethics, water ethics, and food ethics. The issues suggest that environmental problems are associated with the problem of values and the problem of the distributive justice which is particularly related to the problem of mutual cooperation in the global level. We need deliberative democracy approach in that environmental issues are associated with the question of values and so should be determined by the citizens affected by it, through their dialogue and discussion. We will show that the public sphere should expand on the basis of global ethics in that global cooperation is needed.

이 글은 생태윤리의 새로운 쟁점들을 소개하고, 분석한다. 이를 위해 먼저 1960년대 생태윤리학이 처음 시작되었을 때의 쟁점을 설명한다. 생태계파괴, 인구증가, 자원부족 등의 위기에 봉착하여 생존의 윤리와 공존의 윤리가 충돌하는데, 대개의 환경윤리학자들은 공존의 윤리를 모색하였다. 21세기에 접어들면서 생태윤리의 새로운 쟁점으로 기후, 물, 음식이 부각되었고, 그것들은 각각 기후윤리, 물의 윤리, 음식윤리로 발전하고 있다. 이들 논의들은 첫째 환경문제가 가치와 관련된 문제라는 점, 둘째 분배적 정의와 관련되며, 특히 지구촌 차원의 협력을 요하는 문제라는 점을 보여준다. 환경문제는 가치와 관련된 물음이라는 점에서 그것에 의해 영향 받는 일반시민들의 대화와 토론을 통한 해결, 즉 숙의민주주의적 접근이 요구된다고 주장할 것이다. 그리고 지구촌 차원의 협력이 필요하다는 점에서 지구촌윤리에 기초해 공론장이 확대되어야 한다고 주장한다.
