This article explored not only the relationship between democratic engagement and the role of news media in the election, but also what routines of political journalism make a poor civic democratic engagement, based on the literature review of ‘O-S-O-R’ model, various studies of media effects on political belief and action, and the results of content analysis of coverage of Korean presidential elections after democratization in Korea. Ideally, political journalism suitable for the democracy ought to contribute to informed citizenship by providing a variety of perspectives on the important issues in the election. In this context, the study urges that the professional political journalism in practice should be reconsidered.

참여 민주주의는 책임과 가치를 토대로 한 합리적 선택을 중시하는 시 민들에 의해 운영된다. 시민의 민주주의 참여 수준을 높이려면 유권자들 이 일정한 수준의 숙련된 능력과 자원을 갖추어야만 한다. 전통적으로 언 론은 시민의 민주주의 참여 제고에 반드시 필요한 조건 변인이다. 이 글 은 정치커뮤니케이션의 효과가 조건적이라고 설명하는 모델에 포함된 정 치정향성 변인들(정치세련도, 정치 관심, 정치 지식), 그리고 민주주의 시 민이 갖추어야 할 핵심 정치 규범인 정치 효능감과 정치 신뢰가 미디어와 지니는 연관성을 살핀다. 특히 선거 영역에서 시민의 민주주의 참여를 저 해하게 하는 저널리즘의 부적절한 관행이 무엇이고, 이를 개선하기 위한 구체적인 방안에 대해 고민한다.
