The purpose of this study is to explore the theoretical exploration and evaluation indicators for the evaluation of the training program, which is one of the international development cooperation. We analyzed the case of overseas similarity evaluation and conducted an interview with the participants in the selected case. In particular, we focused on the SDGs and communication (C4D) dimension for development, and proposed factors to consider when developing the evaluation matrix. for future performance management.
