Net neutrality debate is one of the important issues in the country. This study presents a model how newspapers may influence the net-neutrality policy process in the South Korea which proposes argument framework to discuss net neutrality. This study employs framing and agenda-setting theories to analyze Three newspaper types: daily newspaper, economic newspaper, IT newspaper. This study conduct a categorical content analysis. Analysis of the differences by type, were not statistically significant(x²=1.473, df=4, p>0.05). but in South Korea newspapers Neutral tone frame (71 cases, 41%) was the most common. and It derives a feature that focuses on the US network neutrality debate. Most of all This study will be able to find academic significance in the sense that national news that a starting point to analyze whether and how to form a frame news related to net neutrality.

망중립성은 스마트기기의 대중화와 함께 사회적으로 중요하게 대두되고 있는 이슈 중의 하나이다. 본 연구는 망중립성 논쟁이라는 이슈에 종합일 간지, 경제전문지, IT전문지의 보도 프레임에 차이가 있는지를 고찰하기 위해 총 31개 기사의 173개 문단을 대상으로 내용분석을 실시하였다. 매 체 유형별로 차이를 분석한 결과 통계적으로 유의미한 결과가 도출되지 않았다(x²=1.473, df=4, p>0.05). 다만 망중립성과 관련한 논조의 경우, 정 의, 정보제공, 사건전개와 같은 중립적인 논거의 프레임(71건, 41%)이 가 장 많고, 국내 망중립성 보도의 프레임이 상당히 미국의 상황을 주시하고 있다는 점, 그리고 망중립성과 관련한 정보원의 출처는 정부의 비중(49건, 28.3%)이 가장 높고, 정보원 출처와 관련하여 망사업자와 콘텐츠⋅플랫폼 사업자는 망중립성에 대한 논조가 명확하다는 특징을 도출하였다. 본 연 구는 국내 뉴스들이 망중립성과 관련한 뉴스 프레임을 어떻게 형성하고 있는지 분석하고자 한 시발점이 되었다는 점에서 학문적인 의의를 찾을 수 있을 것이며, 또한 중립성 논쟁 프레임이 상당히 미국 중심적임을 지 적하며, 향후 망중립성과 관련된 논쟁 프레임이 보다 국내 환경에 부합하 는 방향으로 설정될 수 있도록 새로운 의제를 제시하고 있다는 점에서도 기존 연구들과는 차별화되는 점이라 할 수 있다.
