North Korean refugee students (NKRSs) sometimes do not receive school education during the process of defecting and settling in South Korea. In this case, NKRSs suffer a decline in basic education. They suffer even after the crisis due to the psychological trauma caused by the traumatic events they experienced during the defection process. In order to solve the problem of North Korean defector maladjustment, it is necessary to improve the policy system and improve the capacity of teachers in charge of North Korean refugees (NKRs). Teachers should focus on individual NKRSs and guide them with an awareness of their personal trauma. Teachers need the ability as an ethics consultant to lead NKRSs with faith in their development. The TTP for ethics consultation for NKRs was conducted for 4 days (15 hours). Before and after the participation in the program, each survey was conducted to confirm the teachers' needs and satisfaction. As a result of the study, first, teachers needed a specialized TTP to guide NKRSs. Second, teachers also needed a training program on how to establish relationships with North Korean refugee parents. Third, teachers who participated in this TTP became aware of the increase in their ability to guide NKRSs.

탈북학생들은 탈북, 미정착기, 남한입국 지연 등 탈북과 남한 정착과정에서 정상적인 학교 교육을 받지 못한 교육 공백기를 갖는 경우학령기 기초 학력 저하를 나타낸다. 또한 이들은 탈북과정에서 경험한충격적 사건으로 인한 심리적 트라우마로 위기 상황 이후에도 남한사회 안착을 어려워하기도 한다. 탈북학생의 부적응 문제를 해결하기 위한 정책적인 제도 개선과 아울러 중요한 것은 탈북학생을 담당하는 교사의 역량 고양이다. 교사들은 탈북학생 개개인에 초점을 두고 탈북학생이 각기 다른 형태로 가지고 있는 개인적인 트라우마에 대한 문제의식, 탈북학생의 성장및 변화 가능성에 대한 믿음을 기반으로 이들이 대한민국의 민주시민으로 성장할 수 있도록 하는 윤리상담가로서 교육 역량을 필요로 한다. 따라서 탈북학생 지도를 위한 교사 윤리상담 연수가 요구된다. 본 연구는 탈북학생 윤리상담을 위한 교사 직무연수를 4일 간, 15차시의 프로그램으로 구안하여 실시하였다. 프로그램 사전 및 사후 설문조사를 통해 교사들의 요구와 만족도를 확인하였다. 연구결과를 통해첫째, 탈북학생 대상 지도로 특화되는 교사 직무연수에 대한 교사들의요구, 둘째, 탈북학생 지도뿐만 아니라 북한이탈주민 학부모와의 관계설정과 관련된 실제적인 역량 강화를 위한 직무연수의 제공 필요성, 셋째, 본 탈북학생 지도 역량 강화 직무연수가 구체적으로 참여 교사들의 탈북학생 지도력 상승에 대한 인식을 갖게 하였음을 논의하였다.
