This article explores how a society copes with ecological risk such as COVID-19 pandemic, using N. Luhmann’s system theory. Most of social sciences approaches to COVID-19 pandemic assume the society composed of people and their relations, and the society-environment schema where environment is ontologically distinct from a society. This schema is not valid any more for the contemporary society and is an obstacle for us to cope with ecological risks. In this article, society is operatively distinct from its environment, and auto-poietic communication system that reproduces self-refer5entially itself. Then ecological risks such as COVID-19 pandemic can only be addressed by functionally differentiated social systems and social organizations, not the entire society. The empirical analysis of risk decisions of social systems and ‘K-Prevent Epidemics’, a Korean regime of COVID-19 prevention epidemics reveals that risk decisions and societal response made in the name of the society are impossible or dangerous. Because society could response risk and danger only by organizationally closed social systems. The best response to ecological danger or risk is to observe how functionally differential social systems operate and what their blind spots are.

이 글은 코로나-19와 같은 생태적 위험에 사회가 어떻게 대처할 수 있는가를 루만의 체계 이론을 활용하여 탐색한다. 코로나-19 사태는 사람과 사람들의 관계로 구성된 사회, 그리고 그런 사회와 존재론적으로 구분되는 사회-환경 도식에 의해서 분석되고 대안이 모색되고 있 다. 그러나 이런 사회-환경 도식은 기능분화된 현대사회에 더 이상 적합하지 않을 뿐 아니라 생태적 위험을 해결하는 데 오히려 장애물이 된다. 이 글에서 사회는 사람으로 구성되는 것이 아니다. 사회는 그것의 환경과 작동적으로 구분되는 커뮤니케이션 체계로서 자기준거적으로 재생산된다. 코로나-19와 같은 생태적 위험은 전체 사회가 아니라 기능적으로 분화된, 사람 들로 구성되지 않은 사회체계들과 사회조직들의 고유한 작동들에 의해서만 처리될 수 있다. 코로나-19와 관련된 리스크 결정과 K-방역에 대한 분석은, 전체 사회의 이름으로 요청되고 행해지는 결정과 대처는 불가능하고, 사회적 체계들이 위험과 리스크에 대처할 수 있는 고유 의 작동들을 교란시킬 뿐이라는 것을 보여준다. 코로나-19와 같은 생태적 위험에 대한 최선 의 대처는 기능분화된 사회적 체계들이 어떻게 작동하는지, 그 작동의 맹점은 무엇인지를 관 찰하는 것이다.
