The purpose of this paper is to explore how to promote ‘ethics realizing’ in artificial intelligence ethics, preventing misuse and abuse of ethics and overcoming ‘ethics washing’ and ‘ethics bashing.’ For this purpose, I classify tiers of ethics into the individual, the system, and the theory tiers. In the individual tier of ethics, the term ‘ethics’ is used to express that she acts according to her comprehensive doctrine or value, whatever it is theoretically justified or not, focusing on the 1st person standpoint. The system tier constructs ethical guidelines or ethics committee in the social level, to respond to ethical challenges in the development of artificial intelligence technology, focusing on the 3rd person standpoint. The theory tier is to suggest that established ethical theories have the common structure of 1st, 2nd, and 3rd person standpoints in form. Although three tiers use the same term ‘ethics’ as signifier, their purpose and meaning as significance are different. For this reason, if three tiers are not classified in a right way, they cannot communicate in effect and achieve their ethical purposes, namely ‘ethics realizing,’ falling down ‘ethics washing’ and resulting in ‘ethics bashing.’ In addition, three tiers should properly engage and cooperate through a division of labor. This is because their ethical purpose of ‘ethics realizing’ can be effectively achieved when they work in a virtuous cycle while exerting mutual influences. I expect that this paper, which classifies ethical tiers and explores their relationship in artificial intelligence ethics, should contribute to ‘ethics realizing,’ overcoming ‘ethics washing’ and ‘ethics bashing.’

본 논문의 목적은 인공지능 윤리 사례를 중심으로 과학기술 시대에 활용되는 윤리 용어의 사용 현상 분석을 통해 윤리의 오용과 남용을 막고 ‘윤리 실현’(ethics realizing)을 도모할 방안을 모색하는 것이다. 이를 위해 본 논문은 먼저, 과학기술 시대에 사용되는 윤리 용어가 이론 윤리 층위, 제도 윤리 층위, 개인 윤리 층위로 구분된다고 분석하며(2절), 이러한 층위들이 윤리 실현을 도모하기 위해서는 서로 어떻게 관계를 맺어야 하는지를 규명하고자 한다(3절). 인공지능과 관련한 윤리 논의는 개인이 자신의 신념이나 가치를 피력하고 실천하는 개인 윤리 층위, 사회 차원에서 대응하기 위해 지침이나 위원회 등을 만드는 제도 윤리 층위, 학문적 통합성을 갖춘 윤리 이론을 제시하는 이론 윤리 층위로 구분된다. 또한, 이러한 개인 윤리 층위, 제도 윤리 층위, 이론 윤리 층위가 적절한 관계 속에서 선순환적으로 작동할 때, 해당 과학기술에 대한 윤리 실현이 이루어질 수 있다. 이러한 윤리 용어 층위 구분과 관계 규명이 중요한 이유는, 윤리 용어 사용이 적절한 층위에서 이루어지지 못하고 다른 층위와의 소통이나 협업 없이 이루어지면 윤리 실현 없는 윤리 이미지 구축의 ‘윤리 세탁’(ethics washing)으로 전락하거나 각 층위의 이해가 윤리 전체라는 오해를 초래해 생산적인 논의를 하지 못하게 되기 때문이다. 더욱이 이러한 윤리 실현 실패가 반복되면 윤리 자체가 필요 없다는 ‘윤리 비난’(ethics bashing) 현상이나 모든 것을 법제화하려는 ‘법만능주의’ 현상이 나타나기 쉽기 때문이다. 따라서 인공지능이 제기하는 문제에 대해 윤리 대응이 요구되는 과학기술 시대에는, 사용되는 윤리 용어가 어떤 층위에 해당하는지를 이해하고 해당 층위의 윤리 용어 사용이 다른 층위와의 올바른 관계 아래 사용되어 윤리 실현의 실질적 효과를 도모할 필요가 있다.
