In this study, the overall trend of innovative education in our country was examined and the limitations were identified. In addition, this study explored the feasibility and specific measures of grassroots education where villages and regions are at the forefront of education. Furthermore, this study also discussed ways to establish governance for the realization of grassroots local education and the role of each educational agent. Now, the nation's overall education paradigm should shift from national-centered to regional-oriented, and also move toward education that raises local citizens, operation of local education courses and autonomy in local education. It is also necessary to establish local education governance and establish an interim support organization to comprehensively support educational activities in schools and villages. Schools should be closely allied with the region, villages need to strengthen care functions while supporting the school's educational activities, and regions should substantially support the educational activities of schools and villages. In particular, the Office of Education should strengthen the operation of local education courses in schools and the support of teachers' expertise in local education. Local governments need to establish and support youth support policies that allow local youths to remain local youth.

이 연구에서는 우리나라 혁신교육의 전반 적인 흐름을 살펴보고, 한계를 파악하였다. 그리고 마을과 지역이 교육의 전면에 나서 는 풀뿌리 지역교육의 실현 가능성과 구체 적 방안을 탐색하였다. 나아가 풀뿌리 지역 교육 실현을 위한 거버넌스 구축 방안과 각 교육 주체의 역할에 대해서도 알아보았다. 이제 우리나라의 전반적인 교육 패러다임 이 국가중심에서 지역중심으로 전환해야 하고, 아울러 지역의 시민을 키우는 교육, 지역교육과정 운영, 지역교육 자치의 방향으 로 나아가야 한다. 또한 지역교육 거버넌스를 구축하고 중간 지원조직을 설립하여 학교와 마을의 교육활 동을 종합적으로 지원하는 것도 필요하다. 학교는 지역과 긴밀하게 연대해야 하고, 마 을은 학교의 교육활동을 지원하면서 돌봄 기능을 강화할 필요가 있고, 지역은 학교와 마을의 교육활동을 실질적으로 지원해야 한 다. 특히 교육지원청은 학교의 지역교육과 정 운영과 교사의 지역교육 전문성 지원을 강화해야 한다. 지자체는 지역의 청소년이 지역의 청년으로 남을 수 있는 청년지원정책을 수립해 지원할 필요가 있다.
