Interests toward the role and importance of Teacher Learning Community(TLC) as means of improving teacher professionalism and innovating school continues to grow. Thus, the purpose of this study is to suggest a direction for improvement in revitalizing the operation of TLC. To this end, documents including journal articles and theses/dissertations related to the operation of TLC was collected from Korea Citation Index (KCI) and Research Information Sharing Service (RISS) that was published from 2000 to February 2020. 84 documents in total was utilized and analyzed by a systematic review. To achieve the research objectives, this study first examined the concept of TLC and a brief history of TLC policy. Next, the collected documents were analyzed by four categories: (a) operation process, (b) features and effects, (c) difficulties and impediments, and (d) action plan. The results show that first, previous studies that described the operation process of TLC can be categorized into two: formation of TLC and motivation to participate in TLC, and operation type and management structure. Second, this study described features and effects of operating TLC. Third, difficulties and impediments when operating TLC was able to be categorized as difficulties related to members of TLC, difficulties in the operation process, and impediments related to office of education and schools. Fourth, action plans to revitalize the operation of TLC was presented at the level of the Ministry of Education, the Department of Education and the Office of Education, the school level, and the TLC level. Finally, based on the results of the analysis, the directions for improving the operation of TLC were considered.

교사의 전문성 신장과 학교교육을 혁신하는 데 있어 교사학습공동체의 역할과 중요성에 대 한 관심이 꾸준히 증가하고 있다. 이에 본 연구는 교사학습공동체 운영을 활성화시키기 위한 개선방향을 제시하는 데 목적이 있다. 이를 위해 한국학술지인용색인(KCI)과 학술연구정보서 비스(RISS)에 2000년부터 2020년 2월까지 등록된 교사학습공동체 운영과 관련된 논문을 수집 하였으며, 체계적 문헌고찰(systematic review) 방법을 활용하여 총 84개의 문헌을 분석하였 다. 연구목적을 달성하기 위해 본 연구에서는 첫째, 교사학습공동체의 개념과 관련 정책의 변 천을 살펴보았고, 둘째, 교사학습공동체 운영과 관련된 논문을 운영의 ‘과정’, ‘특징 및 효과’, ‘어려움 및 저해요인’, ‘활성화 방안’으로 범주화하여 분석하였다. 연구결과 기존 연구들에서 첫째, 운영 과정은 형성 및 참여 동기, 운영 형태 및 운영 방법 으로 나뉘었으며, 둘째, 운영 특징 및 효과는 각각 특징과 효과를 중점으로 제시하였다. 셋째, 어려움 및 저해요인은 구성원 관련, 운영 과정상 어려움, 교육청 및 학교관련으로 나뉘는 것 을 파악할 수 있었고. 넷째, 운영 활성화 방안은 교육부 차원, 교육청 및 교육지원청 차원, 학 교 차원, 교사학습공동체 차원의 수준에서 제시되었다. 마지막으로 분석결과를 토대로 교사학 습공동체 운영 개선방향에 대해 고찰하였다.
