Purpose : This study investigates the effects of financial development on the foreign direct investment (FDI) flows in Middle and South American countries. Research design, data, methodology : The paper uses bilateral FDI panel data from 34 OECD member countries to 31 host countries and utilizes the panel data analysis based on a gravity FDI equation. It hypothesizes that the financial development would boost to attract more FDI flows in host countries. Results : The result suggests that a better accessible financial market of the Middle and South American countries contributes to an increase of FDI in the host countries. Conclusions : This result shows that the financial development can play an important role as a pull-factor to attract more FDI flows in host countries. Therefore, their policy makers have to take into account the level of financial development in relation to FDI and trade.

해외투자(또는 외국투자) 에는 순수한 경제적 요소 이외의 위험도 있다. 정치적 위험이라 파악 할 수 있다. 선진국에 대한 투자나 기업활동에도 물론 정치적 위험이 있을 수 있다. 하지만 특히 신흥국이나 개발도상국의 경우 높은 수준의 경제 외적 요인의 위험들이 기업활동에 부수 한다. 그것을 정치적위험부보 보험이라고 할 수 있다. 한국은 무역보험법과 그에 따른 무역보 험공사 등 무역위험부보 공적보험기관도 있고 사적 보험자들도 존재한다. 한편 무역보험법 외 에도 해외자원개발사업법이 있다. 주로 무역보험법도 무역 외에도 그 밖의 거래라 하여 포함 시키고 있지만, 후자의 법률은 특히 해외자원개발위험에 집중하고 있다. 이러한 정치적위험부 보 보험에 대하여 선진 외국들의 학설, 판례 등을 조회하고 사건에 대하여 리뷰한다. 한국은 종래와 달리 해외 여러나라에서 동시에 왕성하게 활동하는 기업들을 다수 보유하기 시작하고 있다. 그리하여 과거와 달리 정치적위험부보 보험에 대하여 긴밀하게 대처할 필요가 어느 때 보다 높아지고 있다. 현재는 주로 위험부보 공적기관에 대하여 조명할 수 밖에 없지만, 향후 위험부보 사적(또는 영리)보험자들에 대하여 연구의 지평이 열리기를 기대한다.
