[Purpose] The purpose of the project is to identify the characteristics of the 2020 World Handicap System to learn the background of domestic introduction and to study the expected effects of the cultural aspect of golf and the expected effects of the public interest in the institutional aspect and to provide golf participants with basic data for establishing the right golf culture. [Method] The prior research of the World Handicap System was reviewed and the Handicap Rules applied from 2020 of the Korea Golf Association were studied as the center of the literature study. [Result] The introduction of the World Handicap System in Korea is based on the World Handicap System, which is jointly operated by the Royal & Ancient Golf Club of Britain and the United State Golf Association , and the Korea Golf Association has revised and supplemented the World Handicap System to suit the domestic golf situation and is expanding the course rating for the application of the World Handicap System. [Conclusion] If the World Handicap System is properly established in Korea, it will be able to provide basic data for the development of golf culture, and the definition meaning of handicap will be accurately assigned so that a fair golf game can be carried out.

[목적] 2020 월드핸디캡시스템의 특징을 파악하여 국내 도입배경을 알아보고 골프의 문화적측면의 기대효과와 제도 적 측면의 공익적 기대효과를 연구하여 골프 참여자들에게 올바른 골프문화 정착을 위한 기초자료로 제공하는데에 목적이 있다. [방법] 월드핸디캡시스템의 선행 연구를 검토하고 대한골프협회의 2020년도부터 적용된 핸디캡 규칙을 문헌연구의 중심으로 연구를 진행하였다. [결과] 월드핸디캡시스템의 국내 도입은 영국왕립골프협회와 미국골프협회 의 공동으로 작업하는 월드핸디캡시스템을 기초로 하여 대한골프협회에서 국내 골프 상황에 맞게 수정 보완하여 적 용하였으며 월드핸디탭시스템의 적용을 위한 코스레이팅을 확대하고 있다. [결론] 월드핸디캡시스템이 우리나라에 올바르게 정착된다면 골프 문화의 발전에 기초자료를 제공할 수 있을 것이라고 판단되며 핸디캡의 정의적 의미가 정 확하게 부여되어 공정한 골프 경기가 진행 될 수 있을 것이라고 판단 된다.
