Preliminary feasibility analysis are conducted on large-scale public works projects, requiring the budget to be allocated to carry out projects only when the minimum standards for decision-making are passed. However, the preliminary feasibility analysis exemption system has also been institutionalized, with preliminary feasibility analysis exemptions being made for each of the previous administrations. Preliminary Feasibility Analysis Exemptions have continued to increase so far. The ambiguity of the standard of preliminary feasibility analysis exemption is raised, with projects that have been eliminated from preliminary feasibility analysis being selected as preliminary feasibility analysis exemption projects. In this study, we considered the preliminary feasibility study exemption as a discriminatory privilege from the government. That is a kind of rent. Then the process of rent seeking activities of various actors to gain a rent could be explained.

대규모 공공사업에 대해서 예비타당성 조사를 실시함으로써 최소한의 의사결정의 기준을 통과해야 사업을 수행하는 예산을 배정하도록 하고 있다. 그러나 법정사유 및 국가 정책적으로 필요한 사업이라는 명목으로 예비 타당성분석 면제제도 또한 마련되어 실제 역대 정권별로 예비 타당성분석 면제가 이루어지고 있다. 예비 타당성 분석 면제건수는 현재까지 지속적으로 증가되어오고 있으며, 예비 타당성 분석에서 탈락한 사업들이 예비 타당성 분석 면제 사업으로 선정되는 등 예비 타당성 조사 면제의 기준성에 대한 모호성이 제기되어진다. 이러한 예비 타당성 분석 면제를 둘러싼 논란들 속에서 예타 면제를 정부로부터 얻게 되는 차별적 특권인 지대로 간주하여 지대획득을 위한 다양한 행위자들의 지대추구활동의 과정을 본 연구에서 고찰해보고자 하였다.
