The objective of this study is to investigate the policy factors for revitalizing sport tourism and prioritize them. To achieve this study objective, literature review and priority assessment were conducted. Major results are as follows. First, the relative importance of the first-level hierarchy was assessed in the order of policy development, infrastructure, research & development and administrative support so that policy development should first be considered. Second, the relative importance of lower level of policy development was assessed in the order of establishing a legal basis, policy process and policy development for safety measures so that establishing a legal basis should first be considered. Third, the relative importance of lower level of infrastructure was assessed in the order of hardware infrastructure and humanware infrastructure so that hardware infrastructure should first be considered. Fourth, the relative importance of lower level of research & development was assessed in the order of planning research, investigating basic data and publicity so that planning research should first be considered. Fifth, the relative importance of lower level of administrative support was assessed in the order of service delivery system and budget support so that service delivery system should first be considered. The study results have significance in that the policy factors for sport tourism, on which not many precedent studies have been done, were hierarchized to analyze the appropriateness and timeliness and that the basis of policy that should be prioritized was provided.

본 연구의 목적은 스포츠관광 활성화 정책요인을 탐색하고, 우선순위를 산정하는데 있다. 이와 같은 목적을 달성하기 위해 문헌고찰을 실시하여 스포츠관광 활성화를 위한 정책요인을 도출하였고, 총 12명의 전문가를 활용하여 우선순위 산정을 실시하였다. 이에 따른 주요결론은 다음과 같다. 첫째, 계층1의 상대적 중요도는 정책개발, 인프라, 연구개발, 행정지원 순으로 산정되어 정책개발을 가장 먼저 고려해야 한다. 둘째, 정책개발 하위계층의 상대적 중요도는 법적 근거화, 정책과정, 안전대책 정책개발 순으로 산정되어 법적 근거화를 가장 먼저 고려해야 한다. 셋째, 인프라 하위계층의 상대적 중요도는 하드웨어 인프라, 휴먼웨어 인프라 순으로 산정되어 하드웨어 인프라를 가장 먼저 고려해야 한다. 넷째, 연구개발 하위계층의 상대적 중요도는 기획연구, 기초 자료조사, 홍보 순으로 산정되어 기획연구를 가장 먼저 고려해야 한다. 다섯째, 행정지원 하위계층의 상대적 중요도는 서비스 전달체계, 예산지원 순으로 산정되어 서비스 전달체계를 가장 먼저 고려해야 한다. 본 연구결과는 선행연구가 미비한 스포츠관광 정책요인을 계층화하여 당위성과 시의성을 중심으로 분석하고, 우선적으로 시행할 정책기조를 제시한 것에 의미가 있다.
