The purpose of this study was to suggest ways to improve the labor market utility of the National Technical Qualification in the field of ICT The main research methods which were used to conduct the study are comparative analysis of local and international qualifications in ICT field through the establishment of a working group and expert panel. The results of the study is firstly, the jobs and job competencies of SFIA in Europe and CCSF in Japan were compared, its comparability of ITSQF in Korea was analyzed and the linkage for Professional engineer, Engineer and Industrial Engineer was derived. Second, as a result of analyzing the name of the qualification item related to information processing, a measure was developed to improve the name as「Engineer in SW Development」,「Industrial Engineer in Applied SW Development」, and「Craftsman in Applied SW」 considering the NCS competency unit, occupation, and job title. Third, several measures was proposed to improve the examination criteria for Engineer Information Processing, based on NCS regardless of the testing method. The suggestions based on the findings of the study are given for the references of the global standards, labor market demands, and management and operation related National Technical Qualification system.

이 연구의 목적은 정보기술 분야 국가기술자격 종목의 효용성 제고 방안을 제시하는데 있었다. 이를 위하여 Working Group 및 전문가 자문을 구성ᆞ운영하였으며 국내외 정보기술 분야 자격 및 역량체제 를 비교ᆞ분석하였다. 연구 결과 첫째, ITSQF를 기준으로 유럽의 SFIA와 일본의 CCSF와 현행 종목 중 기술사, 기사, 산업기사 등급간 연계 방안이 도출되었다. 둘째, 정보처리 관련 자격 종목명 분석 결과 NCS 능력단위, 직업, 직종 명칭 등을 고려하여 SW 개발기사, 응용 SW 개발 산업기사, 응용 SW 기능 사로 명칭을 개선하는 방안이 도출되었다. 셋째, 정보처리기사 출제기준 개선안으로 NCS를 기반으로 개 선하는 방안이 제시되었다. 연구결과에 따른 제언은 첫째, 국내 정보기술 분야의 노동시장 수요와 요구에 부응할 뿐만 아니라 글로벌스텐다드와 비교 가능한 수준과 내용으로 자격 종목 개편이 필요하다. 둘째, 정보기술 분야의 국가기술자격의 노동시장 효용성 증진을 위하여 국가기술자격증의 활용을 정하고 있는 개별사업법에 자신들이 발급하고 있는 자격증 소지가가 개입할 수 있는 업무가 있는지를 파악하여 국가 에서 발급한 자격소지자의 활용이 활성화될 수 있는 구체적인 방안이 마련이 필요하다. 셋째, 수요자 중 심의 자격제도 관리운영, 산업현장 직무수행능력에 대한 체계적인 평가인정, 공정한 자격검정 시행, 발급 된 국가기술자격증의 노동시장 활용성 증대 등에 초점을 맞춘 기술자격검정제도의 운영이 필요하다.
