Under the Constitution, North Korea is the territory of the Republic of Korea. And North Koreans are Korean citizens. However, North Koreans have been deprived of liberty and rights and suffer from oppression and starvation. To date, more than 33,000 North Koreans defect to the Republic of Korea. To escape from hunger and oppression, the refugees flee North Korea. But, in spite of their expectation, they have difficult to adapt to life in Korea where freedom is guaranteed. They have high expectation to their new homeland. However, they are not satisfied with the support given by the Republic of Korea. The Republic of Korea is an economic powerhouse to be ranked 10th in the world economic power rankings in 2020. This is incomparable to North Korea. However, in this rich country, South Korea, 30% of North Korean refugees still remain unhappy. In 2019, the death of mother and son due to hunger, and the increase in North Korean refugees returning to North Korea is a matter that requires a review of the North Korean refugee support system. Successful settlement support for North Korean defectors is a way to accelerate peaceful unification. An in-depth discussion of the North Korean defector support system and a plan for improvement are an urgent task.
