The main purpose of the study is to ensure that citizens' confidence in the police affects their willingness to comply with orders. In addition, the purpose of the study is to supplement the limitations of previous studies that it is difficult to identify the exact effectiveness of key variables because they do not control various variables and characteristics. Therefore, to achieve the purpose of such research, the study identified the relationship between confidence in the police and compliance with police instructions through quasi-experimental design using propensity score matching (PSM). The analysis results are summarized as follows. First, 503 adult men and women living in Seoul were identified as having different characteristics after identifying the degree of awareness of effectiveness, procedural fairness, and distributed fairness of police activities by distinguishing the level of confidence in police from high and low groups. Second, the propensity score matching (PSM) analysis was used to organize the study targets into two groups with the same characteristics, and then to compare the means of each group of variables, the results showed that they had statistically the same characteristics. Finally, after conducting prior work so that the two groups could have the same characteristics, it was confirmed that confidence in the police affected their willingness to comply with the police's instructions. According to the analysis, confidence in the police has a significant positive effect on the police's willingness to comply with orders. In other words, if confidence in the police increases, they will show an attitude of complying with the police's law enforcement activities and accompanying instructions.

위험사회의 도래와 이에 따른 행정국가화 현상은 민간부문에 대한 공적 영역의 개입 필요성이 증 대되었음을 의미한다. 이는 코로나19로 대변되는 현재의 상황에서도 확인할 수 있듯 날로 심화되고 있는 각종 사회문제 해결을 위해 공공부문의 개입과 통제의 중요성이 증가하고 있음을 보여준다고 할 수 있다. 이에 따라 공공부문 중 치안을 담당하는 경찰의 민간부문에 대한 조정과 통제의 중요성 역시 증가하고 있으며, 이와 같은 상황에서 중요한 것은 개인의 권리와 자유를 통제 받는 상황에 대 해 시민의 동의와 순응을 유도하는 것이라고 할 수 있다. 이와 같은 상황에 의거하여 이 연구에서는 경찰의 법집행 활동에 대한 시민의 순응의사에 영향을 미치는 요인을 경찰에 대한 신뢰를 중심으로 확인해보고자 한다. 또한 다양한 변수와 특성을 통제하 지 못하여 주요 변수의 정확한 효과성을 확인하는 것이 어렵다는 기존 사회과학 연구의 한계점을 보완해보는 것 역시 연구의 목적이라고 할 수 있다. 따라서 이와 같은 연구의 목적을 달성하기 위해 이 연구에서는 성향점수매칭(PSM)을 활용한 준실험설계를 통해 경찰에 대한 신뢰와 법집행 순응의 사의 관계를 확인하였다. 분석결과를 요약하면 다음과 같다. 첫째, 연구대상인 서울 거주 성인남녀 503명의 경찰에 대한 신뢰 정도를 높은 집단과 낮은 집단 으로 구별하여 경찰활동의 효과성 인식, 절차적 공정성 인식, 분배적 공정성 인식의 정도를 확인한 결과 각각의 집단은 상이한 특성을 지니고 있다는 것을 확인하였다. 이는 곧 경찰에 대한 신뢰수준 이외의 다른 특성이 상이하지 않음을 의미하고, 이와 같은 상황에서 분석을 실시할 경우 경찰신뢰의 정확한 효과성을 확인할 수 없음을 의미한다. 둘째, 성향점수매칭(PSM) 분석을 활용하여 연구대상 을 동일한 특성을 가진 두 개의 집단으로 구성한 뒤 각 집단의 변수 별 평균비교를 실시한 결과 통 계적으로 동일한 특성을 가지게 되었음을 확인할 수 있었다. 마지막으로 이처럼 두 개의 집단이 서 로 동일한 특성을 가질 수 있도록 선행작업을 실시한 뒤 경찰에 대한 신뢰가 법집행 순응의사에 영 향을 미치는지를 확인하였다. 분석결과 경찰에 대한 신뢰는 법집행 순응의사에 유의미한 정(+)적 영향을 미치는 것으로 나타났다. 다시 말해 경찰에 대한 신뢰가 증가한다면 경찰의 법집행 활동과 이 에 수반되는 지시에 순응하려는 태도를 보이게 된다고 할 수 있다.
