In order to promote the construction of the national youth facilities, this research suggests the direction of proper youth facilities on the site of Yeosu Expo Park. Ferry Sewol-ho accident(2014.04) and the Taean Camp accident(2013.07), the need for systematic marine safety education for teenagers has emerged, but there is a lack of marine education facilities specializing in teenagers that can carry out it, which has also dampened marine-related activities in schools. Moreover, at a time when various experience spaces are being expanded in recognition of the need to create safe and reliable learning spaces following the introduction of the free semester system, the National Institute of Marine Education as a national youth facility can provide a space for education and experience various specialized marine culture and marine sports in adolescence, providing opportunities for marine sports and fostering character through sports. In addition, it is possible to establish a model for world-class marine education facilities by creating a systematic human resources training institution to foster future marine experts through marine education leaders and marine survival training, and by linking them with the facilities of the 2012 Yeosu Expo. Therefore, this research aims to lead to successful tasks of post-utilization measures at the Expo and to provide more people with quality education and experience through balanced regional deployment of education and cultural infrastructure related to the ocean, and to resolve controversy over overlapping functions with marine cultural experience facilities in other fields through research on differentiation measures.

본 연구는 국립청소년시설의 건립사업을 활성화하기 위해 여수 엑스포공원 부지 내에 적합한 청소년시설의 건립방향을 제안하고자 한다. 세월호 사고(2014.04), 태안 해병대 캠프사건(2013.07) 이후, 청소년들의 체계적인 해양안전교육의 필요성이 대두되고 있으나, 이를 수행할 수 있는 청소년 전문 해양교육시설은 미비한 실정이며 이로 인해 학교에서의 해양관련 활동도 위축되고 있다. 더욱이 최근 자유학기제 전면도입에 따른 안전하고 신뢰성 있는 체험학습 공간 조성이 필요하다는 인식하에 다양한 체험공간 확충이 추진되고 있는 시점에, 국립청소년시설로서의 해양청소년시설은 청소년기에 다양한 전문 해양문화 및 해양스포츠를 교육 및 체험할 수 있는 공간을 제공함으로써 해양스포츠의 즐거움 및 소질개발의 기회제공과 스포츠를 통한 인성함양을 도모할 수 있다. 또한 해양교육지도자, 해양생존훈련 등을 통해 미래의 해양전문인력을 육성하기 위한 체계적인 인력 양성기관을 조성하여 2012 여수세계박람회 시설과 연계를 통한 시너지효과로 세계적인 해양교육시설의 모델 구축이 가능하다. 따라서 본 연구는 엑스포박람회 사후활용 방안의 성공적인 과업을 이끌어 내고 해양과 관련된 교육·문화 인프라의 지역 균형배치로 양질의 교육 및 체험을 보다 많은 사람이 받을 수 있게 제공하며, 차별화 방안 연구를 통하여 타 분야 해양문화 체험시설과의 기능 중복 논란을 해소하고자 한다.
