The unpredictable and new infectious disease are emerging and now it is time for us to take broad global plans and measures. Unlike wars, terrorism, and diseases that humans have been experienced, global viral attacks by coronavirus 2 (SARS-CoV-2) have caused the destruction of everyday lives and economic activity that we have enjoyed before. In the wake of the Corona19, we recognized the importance of public health care and also helped us understand that infectious diseases can affect international peace and safety in that it is spread along the living space and trade routes formed in the course of globalization. Also it was an opportunity to recognize the need for human and urban security based on health⋅medical treatment service and healthy cities. Since the current situation is a global emergency, it forms a central axis of ‘single earth’ beyond the political system, economic situation, race, age, and gender and establish and implement global goals and plans to resolve the Corona19 crisis. To this end, we should share information and data on the global situation, support the development of vaccines and treatments, and set up global cooperation system for them.

그동안 인류가 겪어왔던 전쟁, 테러, 질병과 달리 코로나바이러스에 의한 전 지구적 바이러스 공격은 기존에 인류가 누려왔던 일상적인 삶의 파괴를 초래하였고 각 국가가 환자를 진단⋅검사⋅치료할 수 있는 의료의 한계와 공백을 야기하였으며 이와 함께 경제적 활동의 제약에 따른 교류와 무역의 감소로 전 세계적 경제의 하락을 가져왔다. 코로나바이러스감염증-19(코로나19) 사태를 계기로 도시에 생활하는 인간의 자유와 삶, 존엄성의 기본인 ‘공중보건의료’는 그동안 일차적으로 다루어왔던 경제⋅외교⋅국가적 안보와 마찬가지로 지역사회⋅국가⋅대륙, 국민⋅영토⋅국경, 무역과 경제활동의 생산과 밀접하게 연관되어 있음을 직시하게 되었고 세계화라는 과정 속에서 형성된 생활공간과 무역루트를 따라 전파된다는 점에서 국제 평화와 건강한 도시를 기반으로 하는 인간과 도시 안보의 필요성을 절감하는 계기가 되었다. 코로나19에 대한 주요 국가의 발생현황과 위기관리 대응과정(19년 12월부터 20년 5월)을 살펴보고, 코로나19 확산에 따른 의료⋅경제⋅사회⋅외교⋅안보 등의 문제점과 영향, 백신과 치료제의 개발과 협력과정 및 감염병의 2차 확산과 대응책 등을 포함한 새로운 보안 개념의 창출과 이를 통한 전 지구적 대응방안을 모색하고자 한다.
