After hitting China last December, the disaster caused by the Coronavirus (COVID-19) has expanded worldwide, causing enormous suffering to mankind. Until now, the world has been working towards a transnational society, but ironically this has further increased the vulnerability to infectious disease disasters. The world is suffering from a double whammy of human harm caused by rapidly increasing confirmed COVID-19 patients and deaths, as well as economic damage caused by lockdowns, quarantines, travel restrictions, factory closures, and a reduction of activity in the service sector. The U.S., Europe and other advanced countries have failed to prevent the spread of the infection, despite measures that restrict the basic rights of their citizens, such as lockdowns and orders to restrict movement. On the other hand, Korea is becoming a role model for many countries with its quick preemptive action and joint responses through public-private partnerships without taking such drastic measures as lockdowns and orders to restrict movement, leading to newly-coined nicknames such as “K-quarantine” and “Advanced Quarantine Nation”. The Itaewon incident, which occurred after the recent transition to everyday life quarantine, served as a warning to not become too relaxed since the disease can travel through a community at any time. Periodic natural disasters such as explosive and fires could occur at any time, social disasters such as disease could occur at unforseen moments, COVID-19 adds on to an already burdened national disaster management system that lacks the administrative capacity to handle these crises. Therefore, a Continuity of Operation Plan (COOP) must be established to ensure that the core functions of the State and public institutions can be maintained in any situation. In addition, private businesses should expand their Business Continuity Management System (BCMS) establishment to enhance their disaster recovery capabilities, ultimately improving the disaster management capabilities of the community and the nation.

코로나바이러스(COVID-19)로 인한 재난이 지난해 12월 중국을 강타한 이후 전 세계적으로 확대되어 인류에게 엄청난 고통을 안겨주고 있다. 지금까지 세계는 초국가적 사회를 지향해 왔으나, 역설적이게도 감염병에 대한 재난 취약성은 더욱 증가하였다. 세계는 급격히 증가하는 확진자·사망자로 인한 인적 피해와 함께 지역봉쇄, 격리, 여행 제한, 공장폐쇄 및 서비스 부문의 활동 감소로 경제적 피해가 겹치면서 이중고를 겪고 있다. 미국·유럽을 비롯한 선진국들은 지역봉쇄와 이동 금지명령 등 자국민의 기본권을 제한하는 조치를 하고도 감염의 확산을 막지 못하고 있다. 반면, 한국은 이러한 극단적 조치를 취하지 않고도 발 빠른 선제조치와 민관협력을 통한 공동대응으로 ‘방역 한류’, ‘방역선진국’이라는 신조어와 함께 많은 나라의 롤 모델이 되어가고 있다. 최근 생활방역으로 전환된 이후 발생한 이태원 사건은 우리에게 지역사회의 감염이 언제든 다시 확산할 수 있기 때문에, 긴장의 끈을 놓아서는 안 된다고 경고하고 있다. 주기적으로 반복되는 자연재난들과 언제 발생될지 모르는 폭발·화재와 같은 사회재난들은 예측하지 못하는 순간에 발생되어 코로나19로 행정적 여력이 부족한 국가 재난관리 시스템에 부담을 가중 할 수 있다. 따라서 국가와 공공기관의 핵심기능을 어떠한 경우라도 유지하도록 하는 기능연속성계획(COOP)이 반드시 수립되어야 한다. 이와 함께 민간 기업들도 사업연속성계획(BCMS) 수립을 확대하여, 기업 스스로의 재난 회복력을 높여 나감으로써, 궁극적으로 지역사회와 국가의 재난관리 역량을 향상해 나가야 한다.
