The Jeju April 3rd incident was a tragic incident that took place in the process of dividing the two Koreas by powerful countries after liberation and the establishment of a single regime between the two Koreas. Its origin stems from the long-standing confrontation between pro-Japanese forces and the people, and the short-term conflict between the old ruling class and the outside forces (Seobuk Youth Corps) and the indigenous people of Jeju, which occurred from the March 1st Independence Movement in 1947. Many studies have already been conducted on how the March 1 Incident in 1947 led to the March 1 general strike and eventually to the April 3rd Incident in 1948. However, was there any change in the operation between the initial suppression of the Jeju April 3rd incident and the subsequent operation of the devastation in October 1948. Does the establishment of the Republic of Korea government in August 1948 result in the main body and responsibility of the operation? Furthermore, the issue will be whether the U.S. military, which has operational control over South Korean troops, should have responsibility for the Jeju April 3rd incident under the South Korea-U.S. military tentative agreement. Therefore, before discussing the U.S. responsibility, I would like to reveal how the composition and authority of the operational command at that time are being carried out. Based on these discussions, it will present what additional historical materials should be secured to discuss the U.S. responsibility for the Jeju April 3rd incident. Furthermore, in order to understand the historical reality of the Jeju April 3rd Incident, an alternative to how to archive the previously collected data was proposed, citing the example of the Okinawa Prefectural Archives in Japan. The more controversy surrounding the Jeju April 3rd incident, the more urgent it is to archive proper historical data. Furthermore, we look forward to the emergence of an institution that has established itself as an official document center for Jeju's modern and contemporary history.

제주4･3사건은 강대국에 의한 남북한 분할과정과 그 이후 남북한의 단독정권이 수립되 는 과정에서 일어난 비극적인 사건으로, 그 기원은 길게는 해방으로부터 나타난 친일세력과 민중의 대결로부터 비롯되었으며, 짧게는 1947년 3･1시위부터 발생한 구지배 계층 및 외부 세력(서북청년단)과 제주 토착민 사이의 갈등에서 비롯된 것이다. 1947년 3･1사건이 3･10 총파업으로 이어지면서 결국 1948년 4･3사건으로 변화된 계기에 대해서는 이미 많은 연구 가 이루어졌다. 다만 과연 4･3사건 초기 진압과 이후 1948년 10월의 초토화작전 사이의 진압작전에 대한 변화가 있었는가? 1948년 8월 대한민국정부수립으로 인해 초토화작전의 주체와 책임이 한국정부에 귀착되는가? 더 나아가 한미군사잠정협정에 따라 한국군대에 대한 작전권을 보유한 미군이 제주4･3의 책임문제를 가져야 하는가가 쟁점이 될 것이다. 따라서 필자는 미국의 책임문제를 논하기에 앞서 당시 작전지휘권의 구성과 권한이 어떻게 이루어지고 있는지를 밝히고자 한다. 이러한 논의에 따라서 앞으로 제주4･3사건의 미국 책임문제를 논의하기 위해 어떤 자료를 추가로 확보해야 하는지를 제시할 것이다. 더 나아가 제주4･3사건의 역사적 실체를 이해하기 위해 기존에 수집한 자료를 어떻게 Archiving해 야 하는지의 대안을 일본 오키나와현공문서관의 예를 들어 제안하였다. 제주4･3사건을 둘 러싼 논란이 제기될수록 오히려 제대로 된 역사 사료의 아카이브화가 절실하다. 더 나아가 제주 근현대사의 공문서관으로 자리매김하는 기관의 출현을 고대해 본다.
