A big change is recently taking place in the policy related to elderly housing in the country. In November of 2018, the government announced the plan of offering housing, medical and care services centering on community. This plan is involved even the contents pertinent to the housing support, which backs up the elderly so that they can dwell in own residence. For example, it includes what supplies the rental housing for the elderly in the form of public lease system, and what establishes a foundation for elderly-friendly housing. Also, a legal ground is also being arranged for diverse demonstration projects in order to raise the housing stability for low-income seniors. The institutional basis is being attempted that makes it available for being provided both affordable rental housing and service support to the housing underprivileged such as the disabled and the elderly. Among countries that suffered aging earlier than our country, Sweden was early developed various elderly housing alternatives within community. Sweden prepared diverse housing types of satisfying the housing and care facilities at the same time, and a legal ground concerning this, while recognizing housing as an important resource of the elderly care. Focusing on this, it is being developed into the dimension of supporting elderly people's housing stability and self-reliant life as well as maintaining independent living. Even our country is perceiving that a support for the elderly housing has a direct effect on old people's health and quality of life amidst a rise in elderly population. Furthermore, the necessity of alternative housing is growing that properly meets elderly people's preference and various needs. This study aims to generally consider regarding legislation and type relevant to elderly housing, and the housing rights relationship in Sweden.

최근 국내 노인주거 관련 정책에 큰 변화가 일어나고 있다. 2018년 11월 정부는 지역사회 중심으로 주거와 의료, 돌봄 서비스를 제공하는 계획을 발표하였 다. 이 계획에는 노인들이 자신의 주거에서 거주할 수 있도록 지원하는 주거지 원에 관한 내용도 있다. 예를 들어, 공공임대 형식의 고령자임대주택을 공급하 고, 노인 친화적 주거 기반을 구축하는 것이다. 또한 저소득 노인의 주거 안정 성을 높이기 위한 다양한 시범 사업을 위한 법적 근거도 마련되고 있다. 장애 인, 노인 등 주거약자에게 저렴한 임대주택 제공과 서비스 지원이 함께 제공되 도록 하는 제도적 근거가 시도되고 있다. 우리나라보다 일찍 고령화를 겪은 국 가들 중 스웨덴은 일찌감치 지역사회 내 다양한 노인 주거 대안이 발전하였다. 스웨덴은 주택을 노인 돌봄의 중요한 자원으로 인식하면서 주거와 돌봄 시설을 동시에 충족하는 다양한 주택 유형과 이에 대한 법적근거를 마련하였다. 이를 중심으로 노인들의 자립적인 생활을 유지할 뿐만 아니라 노인의 주거 안정과 자립적인 생활을 지원하는 차원으로 발전하고 있다. 스웨덴의 노인의 주거 관련 지원방식은 일반주거와 특별주거로 나누어 진다. 일반주거 지원은 자치단체의 재량으로 지원이 되지만, 특별주거는 자치단체의 재정규모와 상관없이 의무사항 으로 법제화 되어 있다. 일반주거는 자가 활동이 가능한 노인으로서 주택의 유 지, 보수에 지원이 집중된다. 특별주거는 요양원과 양로원을 중심으로 하는 시 설이다. 이 시설은 단순한 보호, 의료케어를 넘어서 기본적인 사생활 보호를 위 하여 혼거실과 독거실로 나누어 지원하고 있다. 우리나라도 초고령 인구의 증가 속에 노인주거의 지원이 노인의 건강과 삶의 질에 직접적인 영향을 준다고 인식하고 있다. 이와 동시에 노인의 선호와 다양 한 욕구를 적절히 충족하는 대안주거의 필요성이 증가하고 있다. 본 논문에서는 스웨덴의 노인주거에 관련 법제와 유형 및 주거관련 권리관계에 관하여 전반적 으로 고찰하고자 한다.
