The Reason We Live in the Damaged Areas: The settlers’ inner minds was a documentary program specially organized on the ninth anniversary of the Great East Japan Earthquake. It received a favorable response as one of NHK’s flagship programs and deals with the disaster-hit region Karakuwa. In this documentary, no one’s memory of “the day” in which the disaster occurred reproduced, nor is there an epic portrayal of the tragedy and overcoming its hardships and adversities. Rather, restoration activities in areas described as both pleasant and bright. In particular, the restoration activity was valuable to young people, who moved from the outside to support disaster-stricken regions. It also helped to realize their desire to make social contributions and have meaningful relationships. Karakuwa, one of the disaster areas, is portrayed as a land of exotic charm full of the vitality of the local fishermen and is open to outsiders. Based on these characteristics, this paper examines The Reason We Live in the Damaged Areas in the context of the existing Tohoku representation, noting how the documentary represents the disaster area of Karakuwa as the center stage of the story.

NHK의 동일본대진재 프로젝트 ‘그날, 그리고 내일에’의 간판 프로그램 『내일로 이어가자 (明日へ つなげよう)』 시리즈 중 하나로 좋은 반응을 얻어 동일본대진재 9주년에 특별 편성된 『우리가 피해지역에 사는 이유: 이주자들의 속마음』은 재난 피해지역인 ‘가라쿠와’로 거주지 를 옮겨 지역의 부흥에 참여하는 젊은이들의 각인각색 ‘이주 서사’를 다룬 프로그램으로, 재 난 당사자들의 경험과 기억 등을 직접 다루는 전형적인 재난 서사와는 매우 다른 방식을 취 한다. 『이주자들』에서는 재난이 발생한 ‘그날’에 관한 어떤 이의 기억도 재현되지 않으며, 고난과 역경을 딛고 일어서는 재난 극복의 서사도 없다. 오히려 ‘당사자’와 ‘비(非)당사자’가 협 력한 지역의 복구 활동은 즐겁고 밝게 묘사된다. 특히 외부에서 이주한 ‘비당사자’들 즉, 젊 은이들에게 이 활동은 재해 지역을 지원하는 일이기도 하지만, 한편으로 사회 공헌을 하고 ‘관계’를 맺고 싶다는 자신의 열망을 실현할 수 있는 가치 있는 일이기도 했다. 또한, 재해 지 역인 가라쿠와는 시종일관 어부들의 생명력이 넘치고 외부인들에게도 열린, 이색적인 매력의 땅으로 그려진다. 이 같은 특성에 착안하여, 이 글은 『이주자들』을 프로그램이 이야기의 무대 인 재해 지역 ‘가라쿠와(唐桑)’를 표상하는 방식에 주목하여 이를 기존의 ‘도호쿠’ 표상과의 관계 속에서 재고찰한다. 이를 통해 일견 긍정적 의미에서 새로운 재난 서사처럼 보이는 『이주자들』이 보여주는 젊은이들이 소속감과 만족을 얻는 매력적인 땅, 재해 ‘당사자’와 ‘비당사 자’가 공생하며 진정한 ‘부흥’을 실현해가는 곳이라는 가라쿠와의 표상과 이주 서사가 답습 하고 있는 도호쿠 표상이 역설적으로 드러내는 가라쿠와의 현실을 명확히 한다.
