This paper focuses on the ontological limit of comfort women or the structural situation of politics and society, which is stipulated by the “we cannot speak” socially vulnerable people, from the perspective of the mainstreaming of the comfort women issue. This study examines the process of overcoming such a situation and transforming itself from being a private individual into a social subject in relation to athletic groups. So far, the activity on comfort women in both Korea and Japan have been carried out from the perspective of wartime sexual violence, sexual slavery, women’s human rights and so on. In particular, the comfort women activity, which started in the latter half of the 1980s in the course of women’s human rights activities, has been developed in the 1990s with the strengthening of nationalist discourse and the leadership of the Mutual Cooperation. It was In the process, the memory and epic of the individual, which stands out from the huge discourse of the people and the nation, was forgotten or intentionally excluded. Therefore, in this paper, the “the activity” of civic activity groups is examined by comparing the comfort women victims who have been excluded or disregarded from the discourse formation process of ethnicity and nation to the victims who were at the center of discourse formation. 본고는 일본군 위안부 문제의 주체화라는 관점에서 ‘말할 수 없는’ 사회적 약자로 규정된 이들의 존재론적 한계와 정치·사회의 구조적인 상황에 주목하여 이들이 이러한 상황을 극복해 가면서 사적인 개인에서 스스로를 사회적 주체로 전환해 가는 과정을 운동단체와의 관계를 중심으로 고찰해 보고자 하는 것이다. 지금까지 한일 양국의 일본군 위안부에 관한 연구는 전시 성폭력, 성노예, 여성 인권 등의 관점에서 이루어져 왔다. 특히 1980년대 후반 여성 인권운동의 흐름 속에서 시작된 한국의 위안부 연구는 1990년대에 들어 민족주의적인 담론을 강화하며 특정 시민단체의 운동과 연동하는 형식으로 이루어져 왔다. 그리고 국가와 민족을 중시하는 거대 담론 속에서 일본군 위안부 개개인의 서사는 묻혀버리거나 혹은 의도적으로 배제되었다. 본고는 지금까지 국가와 민족이라는 거대 담론 형성과정에서 배제 또는 도외시되었던 위안부 피해자와 담론 형성의 중심에 서 있던 피해자를 비교하고, 시민운동 단체의 ‘운동’에 대해 고찰함으로써 사회적 약자일 수밖에 없었던 위안부 피해자들이 사회의 주변부에서 주체로 변화해가는 과정과 ‘정대협’으로 대표되는 시민운동 단체의 공과를 중심으로 위안부 문제 운동의 한계와 문제점에 대해서 고찰한 것이다.

本稿は、日本軍慰安婦問題の主体化という観点から、｢語れない｣社会的弱者に規定された慰安婦の存在論的限界、あるいは政治·社会の構造的な状況に注目しつつ、このような状況を克服して私的な個人から、自らを社会的主体と転換していく過程を、運動団体との関係の上で考察するものである。これまで韓日両国の日本軍慰安婦に関する運動は、戦時性暴力、性奴隷、女性の人権などの観点から行われてきた。特に1980年代後半の女性人権運動の流れのなかで始まった韓国の慰安婦運動は、1990年代に入って民族主義的な言説を強化しつつ、挺対協がこれを主導する形で展開されてきた。その過程で民族と国家という巨大な談論からはみでる個人の記憶と叙事は忘れられたり、あるいは意図的に排除されてしまった。 よって、本稿では、これまで民族と国家という談論形成過程から排除または度外視された慰安婦被害者と、談論形成の中心にあった被害者とを比較して、市民運動団体の｢運動｣について考察することで、社会的弱者であるしかなかった慰安婦被害者が政治や社会の主体へと変化していく過程と、挺対協に代表される市民運動団体の功過を中心に、慰安婦運動の限界と問題点を指摘する。これによって、現在韓国社会の日本軍慰安婦問題に対する理解の幅を拡げ、今後の慰安婦運動の｢正しい｣方向性を提示したい。
