The study begins with concerns about immigration policies that the people sympathize with in the era of migration. If the influx of migrants creates jobs for the people and creates positive economic effects, wouldn't a more inclusive social atmosphere be created for migrants? To find the answer, we first looked at domestic and international prior studies on the economic effects of the influx of migrants, including foreign workers. Next, we organized the jobs created by migrants, namely the Multicultural Family Support Center, a representative organization that carries out the work for migrants, and the newly derived work centered on the social integration program's operating institutions, as well as the recruitment manpower and recruitment conditions. Through this, it was confirmed that jobs created and derived by the increase in the number of immigrants in Korea are jobs that are more than (quasi-expert) that require basic knowledge and expertise in immigrant communities. Furthermore, the study presented several policy implications for increasing the effect of creating jobs for the people through the implementation of migrant policies from the perspective of allocating the budget for labor costs, reorganizing the curriculum and adjusting labor market adjustment. The study is meaningful in that it aims to prove that the increase in the number of migrants contributes to creating new jobs for the people, focusing on civil, government and academia, and fostering professional human resources for the immigrant community, breaking away from the previous view that the increase in the number of immigrants increases job competition and social costs for both Koreans and foreigners.

이 연구는 이주의 시대, 국민이 공감하는 이민정책에 대한 고민에서 출발한다. 이주민 유입으로 국민의 일자 리가 창출되고 긍정적인 경제 효과가 발생한다면, 이주민에 대해 좀 더 포용적인 사회적 분위기가 형성되지 않을 까? 이에 대한 답을 찾아보고자 먼저 외국 인력을 비롯한 이주민 유입의 경제적 효과에 관한 국내외 선행연구들 을 살펴보았다. 다음으로 이주민에 의해 창출된 국민의 일자리, 즉 이주민들을 위한 업무를 수행하고 있는 대표 적인 기관인 다문화가족지원센터와 사회통합프로그램 운영기관을 중심으로 새롭게 파생된 업무와 채용 인력 및 채용 조건 등을 정리해보았다. 이를 통해 국내 이주민 증가로 창출되고 파생된 국민의 일자리는 이민 사회에 대 한 기본소양과 전문지식을 요하는 (준)전문가 이상의 일자리라는 것을 확인할 수 있었다. 나아가 이 연구는 이주 민 정책의 시행을 통한 국민 일자리 창출효과 증대를 위한 몇 가지 정책적 시사점을 인건비 예산 배정, 교과과정 개편, 노동시장 조정의 시각에서 제시하였다. 이 연구는 이주민 증가가 내외국인의 일자리 경쟁과 사회적 비용을 증가시킨다는 기존 관점에서 벗어나 이주민 증가가 민･관･학을 중심으로 국민의 일자리를 새롭게 만들어내고, 이민 사회를 위한 전문 인력을 양성하는데 기여하는 측면이 있다는 것을 증명하고자 하였다는 데 그 의의를 찾을 수 있다.
