Through the teaching of history, political education, memorial education, the media and the broad educational field of Holocaust Education, Germany’s memory culture aims at historical and moral education which, on the one hand, should make National Socialism and the Holocaust historically understandable, on the other hand, should form personalities who can resist mass violence or genocidal violence. Educated goals are the practice of democratic skills and the development of civil courage. Two apparently contradictory, but mutually dependent and formative tendencies can currently be observed: first, renegotiation and redefinition of national histories, and second, the opening of national historiography to a transnational or globalized perspective. The mediations between private and public memory are pluralizing. Social groups can be understood as memory systems that form a “transactive memory” in the communication between their members, in which each individual member acts as an internal memory and the other group members act as external memories. Since the forms of appropriation of history change constantly with the generations and the time interval between events, it is not easy to continue the previously successful practice of memory and mediation, but must constantly modernize it. Memory serves as an orientation in a present for purposes of future action. For this reason, as Edmund Husserl has pointed out, “anticipations,” that is, anticipations of something that will only exist in the future, play an at least as important role as a guide for the orientation of decisions and actions as recourse to pasts that have been experienced or imagined. In his concept of “anticipated retrospections,” Alfred Schütz further developed Husserl’s distinction between retentions as recourse to past holdings and protests as later-oriented intentions, which has already shown the enormous importance of imagined futures for drafting and executing actions. The human-specific ability to situate one’s personal existence in a space-time continuum and to be able to look back on a past has the purpose of providing orientation for future action. Conversely, people can look back on a future that has not yet become reality. The grammatical form for this is the Futurum II - it will have been- its mental form the “anticipated retrospection,” the foresight of something in anticipation of the state of its realization. Anticipated retrospections play a central role in human action- every design, every plan, every projection, every model contains an anticipation of a state that will have passed in the future. And it is precisely from this preliminary design of a future state that motifs and energies are fed - from the desire to achieve a different state than the given one. The prospective form of memory has given the human life form the evolutionary advantage of being able to assess advantages and obstacles in shaping the world and to be able to play through them virtually. The reference point of memory is the hoped future. This opens up a much wider space than before for what is meant by memory. Non-simultaneity in action orientations and options become accessible both on the social and on the individual level, the gravity of self-images and habit formation or the depth effect of historical experiences on the conception of future plans or more generally: future-related action potentials are easier to understand. If the future belongs systematically to memory, one could develop a “theory of the future memory”. The privilege of the past over the present and the future in memory research would thus be history, as would the upgrading of remembering versus forgetting. Since every memory activity is a selective process, forgetting is constitutive for memory in general. And since the functional survival value of memory depends on its relation to the future, it is the future that is constitutive of the memory, not the past. The future makes the past understandable and motivates historical awareness.

독일의 기억문화는 기념관 방문 등 추모지 교육, 언론을 통한 교육, 홀로코스트 교육 등 다양 한 방식의 매개를 통해 역사와 윤리 교육을 목표로 한다. 이 교육은 나치와 홀로코스트 역사를 분명히 파악하게 하고 대량학살의 폭력에 저항하는 사람들을 양성하는 책임을 함양한다. 최근에는 국가의 역사 서술을 새롭게 논의, 결정하는 경향과 국가의 역사를 지구화된 트랜스내셔널 관점에서 기술하는 경향이 강하다. 개인적 기억문화와 공적 기억문화를 매개하는 방식은 다양하다. 가족 및 작은 기억공동체 속 기 억은 큰 규모의 이야기가 아니라 개별적 사건, 개인적 체험에 대한 세속적, 일상적 역사의 이야기이다. 아래로부터의 개인적인 이야기에서 공동의 기억이 형성되고 이 개인적인 기억들 속에서 역사가 전승된 다. 다른 것들과의 연관성 속에서 서술되는 에피소드와 역사 속 이 이야기들은 과거를 기억하는 사회적 소통의 토대이며 이 사회적 소통은 기억공동체가 올바른 추모비를 유지하게 해준다. 이 기억 체계는 사 회 구성원들 간에 교류, 소통하는 기억을 형성한다. 기억은 미래의 행동 목표를 위해 현재에 할 수 있는 방향 설정에도 기여한다. 에드먼드 후설(Edmund Husserl)이 지적했듯이, 미래에 존재할 수 있는 어떤 것에 대해 예견하는 ‘사전기억들(Vorerinnerungen)’ 은 결정하고 행동으로 실천하기 위한 방향 설정의 수단이 되며, 실존했던 과거 혹은 상상으로 체험한 과 거에 대해 새롭게 해석할 수 있는 중요한 역할을 한다. 후설은 과거의 자산에 대해 새로이 해석할 수 있 는 기억하는 힘 그리고 미래를 향한 의도라고 할 수 있는 잠재성을 구분했다. 미래를 향한 의도로서의 잠재적 가능성은 행동을 구상하고 실천할 때 상상에 의한 미래의 엄청난 중요성과 의미를 보여주었다. 후설의 이러한 구분을 알프레드 쉬츠(Alfred Schütz)는 ‘예측된 회상(die antizipierte Retrospektion)’이라 는 개념으로 더욱 발전시켰다. 시공간의 연속에 개인의 존재를 위치시키고 과거를 되돌아볼 수 있는 인 간 특유의 능력은 미래의 행동을 위한 방향을 설정할 수 있도록 하는 목적이 있다. 그리고 이와는 대조적으로 사람들은 아직 현실이 되지 않은 미래를 예상할 수도 있다. 독일어에서 이에 해당하는 문법적 형 식은 “그렇게 되었을 것이다” 같은 미래형 II식(Futurum II)이 있다. 이 미래형 시제는 “예측된 회상,” 즉 “실현된 상태를 기대하면서 어떤 것을 예측하는 것이다. 예측할 수 있는 회상들은 인간 행동에 있어 중 요한 역할을 한다. 이것은 모든 구상, 모든 계획, 미래에는 이미 시간이 지나서 과거가 된 상태에 대한 예견과 기대를 포함하고 있다. 그리고 미래의 상태를 이렇게 미리 구상하는 것에서, 즉 기존의 상태와는 다른 상태에 도달하려는 욕망으로부터 동기와 에너지가 생겨난다. 이렇게 미래의 기억이라는 형식은 인 간의 생활에 진화의 이점을 제공한다. 즉 이 세계를 형성하는 과정에서의 장단점을 통해 추측할 수 있고 미래를 상상하면서 실행할 수 있다는 장점이 있다. 이러한 관점에서, 기억의 기준점은 희망하는 미래라 고 할 수 있을 것이다. 우리가 기억문화에서 반드시 이해해야 하는 점은 앞으로는 지금까지와는 비교할 수 없을 정도로 넓은 공간이 열린다는 사실이다. 행동하기 위해 방향을 설정하는 것과 행동으로 옮기는 선택이 동시에 일어날 수는 없다. 이제 미래와 관련된 행동, 미래 지향적인 행동의 잠재력이 점점 더 중요해지고 있다. 미래가 체계적인 기억에 속한다고 볼 때, 미래의 기억과 관련된 이론을 지금보다 더 발전시켜 나갈 수 있을 것 이다. 이에 따라 기억 연구에서 현재 및 미래와 비교할 때 과거가 갖는 장점은 망각과 반대로 기억의 가 치를 더 높이 평가하는 역사에 있을 것이다. 모든 기억 활동은 선택하는 과정이기 때문에 잊어버리는 것 은 기억을 새롭게 구성하기 위한 토대가 된다. 그리고 기능적 측면에서 볼 때도 기억의 존재 가치는 미 래와의 관계에 달려있기 때문에 기억을 구성하기 위한 토대는 미래에 있지 과거가 아니다. 미래는 과거 를 비로소 이해할 수 있게 만들고 역사의식에 동기를 부여하게 될 것이다.
