Discourse on North Korean Human Rights has been highly politicized in South Korean society. The Conservatives and the Progressives have different perspectives on the causes of human rights abuse in North Korea. Accordingly, the Conservative and the Progressive government take different approach to the issue of North Korean human rights. This study, investigates factors that affect an individual's attitude toward the government’s position on North Korean human rights. The annual survey data of the Institute for Peace and Unification Studies at Seoul National University from 2009 to 2018 were used for ordered-logistic regression analyses. The results show that political ideology does not have significant effect on an individual's attitude toward North Korean human rights. Moreover, political regime has marginal effect an individual’s attitude toward North Korean human rights. Rather, ethnic(national) identity and perceptions of unification as well as positive perception about North Korea have significant effects on an individual's attitude toward the issue of North Korean human rights.

한국사회에서 북한인권에 대한 사회적 논의는 정치적 이념지형에 따라 양분되어왔다. 보수진영과 진보 진영은 북한인권 문제의 원인과 개선을 위한 접근방식 등을 둘러싸고 첨예한 입장 차이를 드러내어 왔으며, 그 결과 한국사회에서 북한인권 문제는 남남갈등의 한 요소가 되었다. 본 연구는 이러한 환경에서 정부의 북한인권 문제 제기에 대한 개인의 태도에 영향을 미치는 요인을 탐색하였다. 인권인식 및 태도에 대한 기 존연구가 주목했던 사회경제적, 정치적 요인뿐만 아니라 민족정체성 및 통일지향성과 같은 문화적 요인, 그 리고 북한인식 관련 요인을 포함하여 어떠한 요인이 정부의 북한인권 문제 제기에 대한 개인의 동의정도에 핵심적인 영향을 미치는가를 종합적으로 탐색하였다. 2009년부터 2018년까지 통일의식조사 자료에 대한 순서형 로지스틱 모형 분석결과, 개인의 정치적 이념성향은 정부의 북한인권 문제 제기에 대한 개인의 태도 에 유의미한 영향을 미치지 않으며, 정부의 영향력 또한 제한적인 것으로 나타났다. 그보다는 오히려 민족 정체성이나 통일지향성과 같은 문화적 요인과 북한인식 및 경험과 관련된 요인들이 정부의 북한인권 문제 제기에 대한 개인의 태도에 중요한 영향을 미치는 것으로 나타났다.
