『Hansung Shinbo』 tried to induce public opinion into specific direction by writing news articles into Korean and Japanese language with different depths and levels, and sometimes with biased news coverage. This study tried to find reasons for diverse but two-faced news compositions and reporting attitude per target readers by analyzing it. Throughout series articles called ‘Joseon founding report’(‘朝鮮開國始末’ in Japanese) which reconstitutes port-opening course of Joseon, 『Hansung Shinbo』 tried to make symbols that Japan led Joseon’s civilization and was a benevolent nation giving dispensation. For issues with political and social repercussion effects such as the assassination of Empress Myeongseong and murders of high-ranking government officials including Prime Minister Kim Hong Jip, and Korea Royal Refuge at the Russian Legation, it blocked correct information, converted such themes to another, and reduced coverage. The Korean version reported the fall of sovereign authority due to royal refuge and uncivilized and barbarous murders of government officials by Joseon people, while Japanese version completed it by merely reporting the actual issues. Such two-faced article formation seems to have been made to block Japanese agitation beforehand that could arise from excessively reading political dissatisfaction and unstable factors in Korean society. Anti-Japanese public opinion in Joseon revealed by righteous army uprising was underreported in Korean version. Reports about uprising regions of righteous army, damage to Japanese, and commercial supremacy situation in Joseon were formed toward the Japanese not Joseon people. It seems to have aimed at blocking anti-Japanese public opinion from spreading in Joseon while forming critical public opinion by heightening social unrest and maximizing governmental incompetency. On the other hand, it seems that they reported commercial situation in Joseon to the Japanese to activize capital investment and commercial activity by defending themselves from the attack by righteous army in advance through their two-faced reports. It suggests that the purpose of 『Hansung Shinbo』 was not unrelated with helping Japanese merchants’ commercial activity in and economic penetration into Joseon by making Japanese capital flow into Joseon smoothly.

『한성신보』에서는 국문과 일문 기사를 서로 다른 깊이와 수준, 때로는 편중된 보도를 통해 여론을 특정한 방향으로 유도하려 하였다. 본 글에서는 이에 대한 분석을 통해 독자 대상에 따른 다양하고도 이중적인 기사 구성과 보도태도의 이유를 밝혀보고자 하였다. 먼저 조선의 개항 과정을 재구성한 ‘조선개국기사’(日文은 ‘朝鮮開國始末’) 연속 게재물을 통해 『한성신보』에서는 일본이 조선의 문명화를 이끌어준 주체자요, 시혜를 베풀어준 은혜로운 국가라는 표상을 만들어 나가고자 하였다. 명성황후시해사건과 총리대신 김홍집을 비롯한 정부 주요 대신들의 살해사건, 아관파천 등의 정치사회적 파장이 큰 사건에 대해서는 정확한 정보의 차단, 다른 주제로의 전환, 축소 보도 등의 행태를 보였다. 국문판에서는 파천으로 인한 국왕의 권위실추나 조선인의 반문명적이고 야만적인 대신 살해사건으로 보도한 반면, 일문판은 사건의 진상을 단순히 알리는 선에서 마무리하였다. 자칫 한국사회의 정치적 불만, 사회불안 요소들이 일본인들에게 과도하게 읽힐 경우 동요하는 것을 미연에 차단하기 위한 이중적 기사 구성이었던 것으로 보인다. 의병의 봉기로 드러난 조선내 반일여론의 움직임과 관련한 내용은 국문판으로 축소 보도하였다. 의병의 봉기지역이나 양상을 비롯하여 일본인 피해 보도, 조선 내지의 상권 정황에 따른 보도는 조선인이 아닌 일본인을 대상으로 기사를 구성하였다. 조선 내부에서 반일여론이 확산되지 않도록 차단하는 동시에 사회적 불안감을 고조시키고 정부의 무능함을 극대화하여 비난여론을 조성하려는데 목적이 있었던 것으로 보인다. 반면, 일본인들에게는 조선 내지의 상업 현황을 알림으로써 자본 투자와 상업 활동을 적극화하고 의병의 공격을 사전에 방어하게 하려는 현실적인 목적 하에 이중적 보도를 한 것으로 해석된다. 이는 『한성신보』의 목적이 조선에 진출한 일본 상인들의 상업활동을 돕고, 조선 내지로의 일본 자본 유입을 순조롭게 하여 경제적 침투를 돕는데 있었던 사실과 무관하지 않았음을 보여준다.
