The objective of this study is to suggest the tasks by reviewing the actual transmission condition of ‘Jangan Pyeonsa Nori(Jangan Archery Contest)’. The conclusions of this study are as follows. First, ‘Jangan Pyeonsa Nori’ was designated as the Seoul Intangible Cultural Property No.7, on April 20th 2000 with the spatial basis of Hwanghakjeong. The holder was designated as Kim, Gyeong-Won(金慶原) while the holding organization was designated as a Society for the Preservation of Jangan Pyeonsa Nori. The classification standard of intangible cultural property is the traditional performance/martial arts/weapon-handling technique. Since October 28th 2017, currently, there is no holder. Second, the was registered as a corporation in the Ministry of Culture, Sports, and Tourism on July 26th 2001. Designating Kim, Gyeong-Won as the representative, Seoul was the base for the municipal/provincial name. The relevant-statutory provision was “Civil Code Section 32 & Regulations on the Foundation/Supervision of Non-Profit Organizations under the Jurisdiction of the Ministry of Culture, Sports, and Tourism, and the Cultural Heritage Administration”. As the main projects, total six items were suggested such as ① holding “Jangan Pyeonsa Daejunghoe” at least once a year, ② discovering, reproducing and inheriting our traditional archery culture that has been disappearing, ③ recommending the use of our traditional bow and arrow such as Horn Bow and Bamboo Arrow respectively, ④ launching a traditional bow literary contest research group as an affiliated research institute under the supervision of the general meeting, ⑤ issuing/publishing newsletters, and ⑥ projects for achieving other purposes of 256 東洋古典硏究 第79輯 the general meeting. Third, the actual transmission condition of Jangan Pyeonsa Nori could be suggested as five contents. ① The fragmentary transmission and spread are occurring focusing on the Society for the Preservation of Jangan Pyeonsa Nori as Hwanghakjeong and the have been separated. ② The human composition and role of the are inadequate. ③ The lesson and demonstration for the transmission of Jangan Pyeonsa Nori are not systematically performed. ④ Due to the unsecured place for demonstrating Jangan Pyeonsa Nori, the result that could guarantee the traditionality is insufficient. ⑤ Jangan Pyeonsa Nori has been transformed since it was designated as Seoul Intangible Cultural Property, so that it is not reproduced in its original form. Fourth, Jangan Pyeonsa Nori has seven tasks as follows. ① On top of the necessity of overall researches on Jangan Pyeonsa Nori, it should be performed on the basis of Hwanghakjeong. ② The Changan Pyeonsang Nori must be changed to the designation of an event without a holder. ③ It would be necessary to select a college for the transmission of Jangan Pyeonsa Nori, and also to establish the system for training bearers. ④ The ‘Jangan Pyeonsa Nori Training Center’ for the systematic transmission/preservation of Jangan Pyeonsa Nori should be secured. ⑤ The standardized manual for educating Jangan Pyeonsa Nori should be produced. ⑥ It would be necessary to develop essential contents for the transmission of Jangan Pyeonsa Nori. ⑦ The local governments should provide the administrative and financial support for the proper transmission of Jangan Pyeonsa Nori.

이 연구의 목적은 “장안편사(長安便射)놀이”의 전승실태를 검토하여과제를 제시하는 것이다. 이에 대한 종합적인 결론은 다음과 같다. 첫째, “장안편사(長安便射)놀이”는 황학정(黃鶴亭)을 공간적 기반으로2000년 4월 20일 서울특별시 무형문화재 제7호로 종목과 보유자가 지정되었다. 보유자는 김경원(金慶原), 보유단체는 <장안편사놀이보존회>이다. 현재는 보유자 김경원이 2017년 10월 28일 사망함으로써 “장안편사놀이”기예능 보유자가 없는 상태이다. 둘째, <장안편사놀이보존회>는 2001년 7월 26일 문화체육관광부에사단법인으로 등록하였다. 대표자는 김경원(金慶原)을 지정하고, 시도명은 서울을 근거지로 하였다. 주요사업으로는 6가지 사항을 제시하였다. ①해마다 1회 이상 "장안편사대중회" 개최, ②소멸된 우리민족 전통 활쏘기 문화의 발굴, 재현 계승, ③우리민족의 활인 각궁과 전통화살인 죽시(竹矢)의 사용 권장, ④부설 연구기관인 전통 활 백일장 연구회를 발족시켜 산하 기관으로 두고 본회의 주관에 의거 시행, ⑤회보발행 및 출판, ⑥기타 본회의 목적을 달성하기 위한 사업 등이다. 셋째, “장안편사(長安便射)놀이”전승 실태에 대한 내용은 네 가지로정리할 수 있다. ① “장안편사(長安便射)놀이”는 <장안편사놀이보존회>를 중심으로 황학정(黃鶴亭)이라는 공간의 전통성을 확보하지 못한채 단편적인 전승과 보급이 이루어지고 있다. ②<장안편사놀이보존회>의 인적구성과 역할이 미비하다. ③ “장안편사(長安便射)놀이”전승을 위한 강습, 시연 등이 체계적으로 이루어지지 않고 있다. ④서울특별시 무형문화재 지정 당시의 “장안편사(長安便射)놀이”가 원형대로 재현되지 않고 있다. 넷째, “장안편사(長安便射)놀이”과제는 일곱 가지 사항으로 제시할 수있다. ① “장안편사(長安便射)놀이”에 대한 전면적인 재조사가 필요하며, “장안편사(長安便射)놀이”의 전승실태 및 과제 231 황학정과 어우러져 “장안편사(長安便射)놀이”가 진행되어야 한다. ② “장안편사(長安便射)놀이”는 보유자 지정이 아닌 종목지정으로 변경되어야한다. ③ “장안편사(長安便射)놀이”의 보존 및 체계적인 전수를 위한<장안편사놀이 전수관>을 확보해야 한다. ④ “장안편사(長安便射)놀이” 전수교육대학 선정 및 이수자 양성 시스템 구축이 이루어져야 한다. ⑤ “장안편사(長安便射)놀이”를 교육할 수 있는 표준화된 매뉴얼 제작이 이루어져야 한다. ⑥ “장안편사(長安便射)놀이”전승에 필수적인 콘텐츠 개발이 필요하다. ⑦ “장안편사(長安便射)놀이”의 올바른 전승을 위한 서울특별시의 행정과 재정적인 지원이 필요하다.
