US presidents have enjoyed high legislative influence. They have strongly suggested their policy agendas and influenced the voting behaviors of congressional members by using their informal resources such as public prestige and electoral power. However, their legislative influence would vary depending on policy types and political environments. This article examines the voting behaviors of US legislators regarding the policy agendas suggested by President Trump. Several statistical analyses showed that legislators were more likely to support presidential agendas in the policy areas where the presidential position of ‘chief of state’ was emphasized, especially when the public prestige of President Trump was sufficiently high. In contrast, legislators’ ideologies were relatively more important when policy issues were related to redistribution. Moreover, in the high-salience policy areas such as immigration and healthcare, presidential electoral power was important to induce legislators to vote for presidential agendas.

미국정치에서 대통령은 연두교서를 비롯한 각종 연설을 통해 다양한 정책 의제를 제시 할 뿐 아니라, 국가 원수, 총사령관, 외교 수장으로서의 지위와 대중적 위신, 선거 득표력 등의 권력 자원을 활용하여 의회 의원들의 투표 행태에 영향을 미친다. 하지만 대통령의 입법 영향력은 절대적인 것이 아니라, 정책 영역과 정치적 상황에 따라 가변적이다. 본 연 구에서는 트럼프 대통령의 취임 후, 그가 제기한 다양한 의제들을 중심으로, 미 의회 의원 들의 투표 행태를 살펴보았다. 분석 결과 정책 편익이 미국 전체 국민에게 분산되어 대통 령의 국가 원수로서의 지위가 부각되는 정책 영역에서는 대중적 위신에 따라 의원들이 트 럼프 대통령의 의제를 찬성하는 투표 행태를 보였다. 반대로 재분배 정책 영역에서는 의원 들이 대통령의 의사보다 자신들의 이념에 따라 투표하는 경향이 두드러지게 나타났다. 그 리고 현저성이 큰 정책 영역에서는 대통령의 선거 득표력이 대통령의 입법 영향력에 유효 한 효과를 보이는 것으로 드러났다.
