Utilizing a public survey, “Citizenship Survey on Regional Development” (2020), this study examines how citizens perceive ‘regional development’ and attribute responsibility for it and what determines their perception. This study shows that Korean citizens still tend to perceive regional development in an economic dimension, but they tend to oppose pursuing economic development by taking the risk of environmental degradation. The results also suggest that Korean citizens regard the limited leadership of local officials rather than the limited amounts of financial support from the central government as a main hindrance to regional development. Finally, this study finds that citizens attribute responsibility for regional development to the central government and the ruling party, and to the past government and global economic instability, and that the way of assigning their responsibility varies by citizens’ political orientation rather than their cognitive abilities. These findings may imply that while there exists the feasibility of the “sustainable development” and the “endogenous development” in Korea, democratic accountability may not be improved due to the citizens’ dependence on their own political orientations.

이 연구는 ‘지역발전에 관한 시민의식조사’(2020) 데이터를 이용하여 시민들이 지역발전 을 어떻게 이해하고 있으며 그 책임을 누구에게 부여하고 있는지, 그리고 이를 결정하는 요인이 무엇인지를 분석하였다. 분석결과 한국의 시민들은 지역발전을 주로 경제적 차원에 서 이해하고 있지만 환경훼손을 감수하며 경제발전을 추구하는 것에 대해서는 부정적 태 도를 취하며, 이를 저해하는 요인을 중앙정부의 제한된 재정지원보다 지역 공직자들의 리 더십 부족에서 찾는다는 점을 확인하였다. 아울러 시민들은 지역발전의 책임을 중앙정부와 여당 이외에 지방정부, 과거 정부, 세계경제 등에게 분산하며, 그들의 인지 능력보다는 정 치적 성향의 차이에 따라 책임을 할당하는 방식이 달라질 수 있다는 점을 보여주었다. 이 러한 분석결과는 한국에서 ‘지속가능한 발전’ 및 ‘내생적 발전’의 실현 가능성과 동시에 정 치적 성향에 따른 책임 전가로 인한 민주적 책임성 실현의 어려움을 보여준다.
