This study analyses regulations in 17 Upper Level Local Governments, and suggests recommendations for improving legislation concerning local performance management and self-evaluation. The results and recommendations of this study are the following. First, the study found that regulations of Upper Level Local Governments were mostly following the requirements of the ‘Basic Law on Government Performance and Evaluation’, whereas some of the provisions could be improved to enhance consistency with the higher level legislation. Second, the study found some provisions needed to be amended as they exceeded the scope of discretion permitted by the Basic Law. Third, the study suggested significant measures that the local governments could introduce to enhance performance management.

본 연구는 메타평가의 관점에서 광역지자체의 자체평가 법령을 분석하고 개선방향을 제 시하였다. 광역지자체들의 자체평가 관련 법령들이 상위법인 기본법에 부합하는지, 또 어 느 정도의 자율성과 구체성을 가지는지를 확인하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 광역지자체들은 모두 규칙의 형태로 관련 법령을 제정하였으며, 대체로 상위법인 정 부업무평가기본법을 충실히 반영하고 있었다. 다만 법령을 보다 구체화하고 상위법을 밝히 는 등의 개선의 여지가 있음이 확인되었다. 둘째, 상위법인 기본법에서 규정하는 범위를 다소 벗어나고 있어 개정이 필요한 규정들도 일부 발견되었다. 셋째, 광역지방자치단체의 자체평가 발전을 위해 정부업무평가기본법에서 중앙행정기관에 대해 규정한 바를 지자체 에 도입하는 것을 고려할 수 있는 사안들을 확인하여 제시하였다.
