Although many juvenile reentry services are available for juvenile offenders, recidivism rates, especially during the first few months of the probationary period remain high, suggesting that alternative programs to effectively support these juvenile offenders are urgently needed. Informed by the Treatment Foster Care Oregon(TFCO), a community-based evidence- based program aimed at promoting healthy adjustment of delinquent adolescents, we developed an adapted Skills Coach program for juvenile offenders in Korea and discussed its feasibility as an alternative juvenile reentry program in the country. The Skills Coach program consisted of 10 2 hour-long weekly sessions. Ten students (6 undergraduate and 4 graduate students) were recruited and matched one to one with ten juvenile offenders. Each team developed goals and specific action plans to work on during the coaching sessions based on the juvenile offender's unique needs and long-term goals. Seven out of ten teams completed more than 60% of the coaching sessions and most of the teams achieved their goals. Additionally, the recidivism rate was low. The results from the post-program evaluation indicated that our Skills Coach program could be a promising alternative as a juvenile reentry service in Korea. Implications of the present program and suggestions for the next phase of the program development were discussed.

소년원을 출원한 임시퇴원 소년보호관찰 대상자들의 보호관찰 기간 중 재범률은 20~30%(이윤호 외, 2008)로 매우 높다. 따라서, 이들 임시퇴원 소년보호관찰 대상자 의 사회재진입을 돕고 재범을 예방하기 위한 지원체계 개발이 시급하다. 본 연구는 비행청소년의 사회 적응과 재범 예방에 효과가 있는 것으로 알려진 미국 오레곤 치 료 위탁 보호(Treatment Foster Care Oregon: TFCO) 프로그램의 주요 요소 중의 하 나인 기술 코치(Skills Coach)를 바탕으로 국내 임시퇴원 소년보호관찰 대상자를 위 한 한국형 Skills Coach 프로그램을 시험적으로 개발하고 운영하였다. 서울 소재 대 학교 학생 10명을 임시퇴원 소년보호관찰 대상자 10명과 일대일로 매칭하여 매주 1 회씩, 총 10회기의 코칭세션을 진행하였다. 각 팀별로 소년들의 니즈에 따른 단기 목 표(코칭 기간 중 실현가능한 목표)와 장기 목표를 설정하고, 자신이 세운 목표를 이 루기 위한 구체적 실행 계획을 세워 단계별로 실천하였다. 총 10팀 중 7팀이 60% 이 상의 출석률을 달성하였고, 상당수 소년이 목표를 달성하였으며, 프로그램 기간 중재범방지에도 효과적인 것으로 나타났다. 본 Skills Coach 프로그램은 성공적인 지역 사회자원 활용 사례를 보여줌으로써 소년보호관찰 대상자의 사회재진입을 효과적으 로 지원할 수 있는 대안으로서 가능성을 보여주었다.
