The purpose of this study is to look back on the changes in the working environment of the Crime Prevention Policy Bureau(CPPB) and identify the problems in the operation of the organization and to find solutions to them. Today, the working environment of the CPPB is changing with increasing public interest in crime prevention and the shift in policy paradigm. As people's interest in crime occurrence and prevention increases, various national policies are being introduced, and as skepticism about Institutional treatment has increased, social treatment focusing on diversification and Community treatment has become more important, and as a result, the role of the CPPB in managing the overall social treatment is becoming more important. Based on these changes, the CPPB is making efforts to operate efficiently, including recruiting manpower and establishing affiliated organizations, but it is difficult to achieve practical efficiency. For this reason, the study points out the inefficiency of the management system due to the expansion of the size of the organization and poor coordination of work due to the imbalance in the position of the head of the agency, and suggests the reorganization of the organization status from the current "Bureau" unit to the "Office" and the establishment of an interim supervisory office for the management and supervision of the efficient affiliated agencies.

이 연구는 범죄예방정책국의 업무환경변화를 되짚어 보고 그로 인한 조직운영상의 문제점 파악과 그 해결방안 모색을 목적으로 한다. 오늘날 범죄예방정책국의 업무환경은 범죄예방에 대한 국민적 관심증가와 정책패 러다임의 전환에 따라 변화하고 있다. 국민들의 범죄발생과 예방에 대한 관심이 높 아지면서 다양한 국가적 정책이 도입되고 있으며, 시설내처우에 대한 회의적 시각이 증가하면서 교정처우의 다원화 및 재사회화에 중점을 둔 사회내처우가 점차 중요해 졌고 결과적으로 사회내처우 전반을 관리하는 범죄예방정책국의 역할 역시 더욱 중 요해지고 있다. 이러한 변화에 입각하여 범죄예방정책국은 인력충원, 소속기관 설치를 포함한 효 율적 조직운영을 위한 노력을 기하고 있지만 실질적인 효율을 꾀하기는 어려운 실정 이다. 이 연구에서는 그 이유로 조직규모 확대에 따른 관리체계의 비효율과 기관 장 의 직위계급 불균형에 의한 원활하지 못한 업무조정을 지적하고 있으며, 문제점을 해결하기 위한 방안으로 현 ‘국’ 단위에서 ‘본부’로의 조직지위승격개편과 효율적 소 속기관의 관리・감독을 위한 중간감독기구의 설치를 제언한다.
