The purpose of this study was to analyze Taekwondo policy and reveal the process of change. The results of the study were presented separately by analysis of Taekwondo policy and changes in Taekwondo policy. First, It is about the analysis of Taekwondo policy. The basic plans for Taekwondo promotion from the 1st to the 3rd were analyzed. The 1st Taekwondo promotion plan showed that it focused on creating a Taekwondo foundation, promoting the globalization of Taekwondo and commercialization of Taekwondo. The 2nd basic plan for Taekwondo promotion focused on the overseas expansion and advancement of Taekwondo, internalization of the Taekwondo business and revitalizing the Taekwondo industry. The 3rd Taekwondo promotion basic plan focused on improving the Taekwondo system, increasing the use of Taekwondo, and promoting overseas exchanges in Taekwondo, focusing on the internalization and revitalization of Taekwondo. Next is the change of Taekwondo policy. Starting with the establishment of a foundation for the revitalization of Taekwondo, the Taekwondo policy was changing to internal practice following the advancement. The government wanted to focus the direction of its Taekwondo policy on the role of comprehensive Taekwondo, but an analysis of the content contained in the Taekwondo policy focused on what aspects needed to be improved and improved in the field of Taekwondo and how to proceed.

본 연구는 태권도진흥기본계획을 중심으로 태권도 정책에 관하여 분석하고 변화과정을 밝히는데 목적을 두었다. 연구대상은 문화체육관광부에서 발표한 태권도진흥기본계획으로 하였으며, 이를 대상으로 3단계(용어부여, 그룹핑, 주 제도출) 분석방법과 비교 분석방법을 적용하였다. 연구결과의 타당성 및 적합성 검증을 위해서 전문가 3명의 확인(동의) 을 받았다. 연구결과는 태권도 정책 분석과 태권도 정책 변화로 구분하여 제시하였다. 먼저, 태권도 정책 분석이다. 제1차 부터 제3차까지의 태권도진흥기본계획을 분석하였다. 제1차 태권도진흥기본계획에서는 태권도 활성화 토대 마련에 중 점을 두고 태권도 기반 조성, 태권도 세계화 촉진, 태권도 상품화 노력에 집중했던 것으로 나타났다. 제2차 태권도진흥기 본계획은 태권도 선진화 및 확산에 중점을 두고 태권도 해외 확산과 선진화, 태권도 사업 내실화, 태권도 산업 활성화에 역점을 두었다. 제3차 태권도진흥기본계획은 태권도 내실화 및 활성화에 중점을 두고 태권도 시스템 개선, 태권도의 활용 증대, 태권도 해외교류 활성화에 집중하였다. 다음으로 태권도 정책 변화이다. 태권도 정책은 태권도 활성화 토대 마련을 시작으로 선진화에 이어 내실화로 변화하고 있었다. 정부에서는 태권도 정책의 방향을 보다 확장된 포괄적인 태권도의 역할에 집중하고자 했으나 태권도 정책에 담긴 내용을 분석한 결과 태권도 분야에서 개선 및 발전이 필요한 측면은 무엇이 고 이를 어떻게 추진해 나갈 것인가에 중점을 두고 있었다.
