India has been seeking membership into the Nuclear Suppliers Group (NSG) for years now. While most of the 48 members of the exclusive group has vouched for India, one country in particular is vetoing this and that country is China. Because NSG is a consensus-based group, India cannot be given membership if China does not concede to their decision. Why China is vetoing India’s membership bid so much. This paper aims to view different possible reasons why this is the case, mostly focusing on China-India relations, alongside the dynamics of China-Pakistan and India-United States relations.

인도는 수년 동안 핵 공급자집단(NSG)의 가입을 모색해 왔다. 배타적 그룹의 48개 회원 중 대부분이 인도를 지지했지만, 오직 한 국가, 중국만이 인도의 가입에 대한 거부권을 행사해왔다. 핵공급자집단은 만장일치에 기반한 집단이기 때문에 중국이 결정을 바꾸지 않는 이상 인도는 회원국의 자격을 갖출 수 없다. 그럼 중국은 왜 인도의 회원 가입을 거부하는 것일까? 주로 중국-파키스탄 관계와 인도-미국 관계에서 그 원인을 찾는 이전의 연구들과 달리 것과 달리 본 연구는 중국-인도 관계의 변화를 추적하는 것을 통해 그 원인을 찾고자 한다.
