South Korea and China have made efforts to create a good image in each country and a way the two countries have closely cooperated to achieve the diplomatic purpose is to perform public diplomacy. Because of the asymmetric structure which fundamentally shapes the relationship of the countries, however, the public diplomacy may face some unanticipated consequences. The goal of the paper is to account for three obstacles that may hamper the further development of mutual collaboration between the two countries based on an asymmetric perspective. The barriers are the followings: the difference of state capacity in conducting public diplomacy between South Korea, a middle power, and China, a great power; the escalation of the unpredicted misperception between the two nations caused by distinctive political and social institutions; and, the potential conflict from contesting historical memories between the two sovereignties.

한국과 중국은 서로간에 좋은 이미지를 창출하기 위해 노력해왔다. 공 공외교는 이와 같은 목표를 이루기 위해 양국이 활용할 수 있는 최선의 외 교적 도구로 인식되고 있다. 하지만 두 나라 사이에 존재하는 비대칭적 특 성은 양국이 공공외교를 추진하는데 있어 중요한 장애물로 작용할 수 있 다. 비대칭이란 군사력, 경제력, 인구, 영토의 크기, 보유하고 있는 천연 자원 등의 차이에서 비롯되는 국가 간 능력의 차이를 의미한다. 이와 같은 비대칭 관계가 양국 공공외교의 장애물로 작용할 수 있는 요인으로 크게 세 가지를 언급할 수 있다. 첫째, 공공외교를 수행하는데 있어 중견국인 한국과 강대국인 중국 사이에 발생하는 국가간 능력의 차이와 이로 인해 파생될 수 있는 상호간 오해의 증가이다. 둘째, 양국 간에 존재하는 정치 적 사회적 제도의 차이를 이해하지 못해 발생할 수 있는 갈등의 증가를 들 수 있다. 셋째, 두 주권 국가 사이에 존재하는 경쟁적인 역사 인식이 미치 는 부정적인 결과를 예상해 볼 수 있다.
