The Korea Independent Patriotic Union is an anti-Japanese independence movement group formed in Seoul in May 1919 with the aim of launching an efficient and organized independence movement. Although its headquarters were in Seoul, it is also called Cheorwon Patriotic Union because of its outstanding activities. The main activity is to faithfully carry out the role of smoke control, a secret domestic liaison organization, while contacting the temporary government of the Republic of Korea. Furthermore, the government carried out military fund raising and propaganda missions for the provisional government. As such, the Korea Independent Patriotic Union staged a brief anti-Japanese struggle for less than a year, but they performed outstanding activities. A variety of ideas and classes were attended, mainly from young adults who received new education. It is meaningful in that it laid the foundation for anti-Japanese struggles in Gangwon Province in the 1920s.

대한독립애국단은 1919년 5월 권인채(權仁采)·신현구(申鉉九)·김순호(金順 皓)·문봉의(文鳳儀)·김상덕(金相德) 등이 효율적이고 조직적인 독립운동을 전개 할 목적으로 서울에서 결성한 항일 독립운동 단체이다. 본부는 서울에 있었지만, 강원도단인 철원군단의 활동이 두드러져 철원애국단으로 불리기도 한다. 주요 활동으로는 임시정부와 연락하면서 국내 비밀 연락 조직인 연통제(聯通制) 구실을 충실히 수행하고, 나아가 임시정부를 위한 군자금 모금과 선전 임무 등을 수행하였다. 강원도의 경우 연통제가 제대로 구성되지 않은 상황에서 대한독립애국 단 강원도단이 상해 대한민국임시정부와 지속적인 연락을 취하며 활동을 전개하여 임시정부의 국내업무를 대행한 기관이었다는 점에서 의의가 크다. 이처럼 대한독립애국단 강원도단은 1년이 채 안 되는 짧은 기간 항일투쟁을 전개 하였지만, 신교육을 받은 젊은 청장년층을 중심으로 불교·기독교·유학자 등 다양 한 사상·계층이 참여하여 전민족적인 항일투쟁을 전개하였으며, 1920년대 강원지 역 항일투쟁의 기반을 조성했다는 점에서 의미가 있다.
