It is well known that the bows of the Joseon Dynasty have been clas s ed t o be o f the bes t quality in t he w orld. This paper a ims to examine the background of the production of the high-quality bows through conducting research on literature from the late Joseon. To that end, the study analyzed artisans that belonged to Naegungbang of the Joseon Dynasty ; and reviewed their statuses, the manufacturing system of special bows, the supervising officer and the archery competition held to inspect their quality. The research indicated that the kings of the Joseon Dynasty displayed many interests in specially created bows and arrows to be o ffered to envoys from China or t heir s ubjects. In order to maintain their high quality, King Sukjong appointed a supervising officer(Jigungpumdangsang) at the third rank or higher who was responsible for inspecting the quality of bows to be offered to the king. King Yeongjo made them classify bows and arrows into grade, record their grades in the lis t and report it to the Minis try of Military Affair. In particular, King Jeongjo, who was an excellent archer himself, frequently held archery competitions for his subjects and identified the quality of the items and granted the awards to high quality bow makers or excellent archers as a mark of encouragement. From the mid-18th to the late 19th, the statuses of the bow makers and arrow makers at the Office were higher than those of other artisans, and generally the military personnel who did not hold governmental posts engaged in these jobs. They were not only capable of the production of bows or arrows but a ls o for the art of s hooting an a rrow a s military pers onnel. Of t hem, t he d is tinguis hed artis ans , who were acknowledged by the officials and the governmental offices to have created 1,000 or more bows or arrows at the Office Designated for Making Bows and Arrows spanning two decades, were able to hold higher official posts. A number of them produced the objects for 40 to 60 years ; s everal brothers worked as artis ans and f ormed artis an families . Thus , from this res earch, i t can be i dentified that t he excellence of K orean bows and arrows was the o utcome o f the dexterous s kills and e xperience of t he a rtis nas , the meticulous inspection of the supervising officers and the strict management of the records.

조선의 활이 세계에서 가장 우수한 성능을 지녔다는 것은 널리 알려진 사실이다. 본고는 조선 후기의 문헌 기록을 통해 우수한 활을 생산할 수 있던 배경을 밝히는 데 목적이 있다. 이를 위해 內弓房에 소속된 장인이었던 궁인과 시인을 분석하여 그 들의 신분이나 활과 화살의 제작실태, 이것들의 품질을 감독한 관리의 존재, 그 품질 검사를 위해 개최한 활쏘기 대회에 대해 살펴보았다. 그 결과 조선의 국왕은 중국 사신이나 신하들에게 선물로 주기 위해 別造弓에 관심이 많았다. 이것들이 우수한 품질을 유지할 수 있도록 숙종은 ‘知弓品堂上’이라는 관리를 두었다. 영조는 그들이 이것들의 등급을 매겨 單子에 기록하고, 병조에 보고하도록 했다. 특히 활쏘기에 능 했던 정조는 신하들의 활쏘기 대회[試射]를 자주 열어 이것들의 성능을 확인했고, 품 질이 우수한 활을 만들거나 활쏘기를 잘한 사람을 상을 주어 권장했다. 18세기 중반 부터 19세기 말까지 내궁방의 궁인과 시인은 일반적인 장인들과 달리 신분적으로 높았는데, 벼슬에 오르지 않은 무인 계층이 종사했다. 그들은 활이나 화살을 제작하 는 기능뿐 아니라 무인으로서 활을 쏘는 무예도 탁월했다. 그들 중 우수한 장인들은 20년간 내궁방에서 활이나 화살을 1,000개 이상 제작한 것이 관리와 관청에 의해 확 인되면, 높은 벼슬에 올라갈 수도 있었다. 일부는 40년이나 60년간 제작하기도 했고, 여러 형제가 장인으로 근무하여 장인 집안을 형성하기도 했다. 따라서 본고에서 우 리나라 활과 화살의 우수성은 장기간 종사한 장인의 숙련된 기능과 감독자의 꼼꼼한 품질 검사 및 관청의 철저한 기록 관리의 결과라는 점을 밝힐 수 있었다.
