The Moon Jae-in administration announced on May 10, 2017 that it will realize the top 100 national agendas. Introducing the autonomous police system as the 13th task among the 100 national agendas identified by the Moon Jae-in government. Accordingly, the Presidential Committee on Autonomous Police in the Delegation of Autonomous Delegation composed of members from all walks of life, and through a long study, proposed a desirable model of the autonomous police system of the Moon Jae-in government. It has been evaluated by many experts as a more advanced model than the existing models. In addition, the Law on Amendment of the National Police Law was proposed to the National Assembly as a legislative basis for the introduction of a national autonomous police system from Democratic Party lawmaker Hong, Ik-Pyo. However, the law was not passed until the end of 2019 because it was coupled with a prosecution coordination proposal and failed to reach an agreement between the ruling and opposition parties. In particular, the autonomous police system, which will be introduced by the Moon Jae-in government, must be passed because it is closely linked to the coordination of investigation rights between prosecutors. In addition, priority areas should be selected. According to the law, autonomous police organizations must be established in 17 metropolitan cities, and there are procedures for transferring 43,000 manpower from the national police three times. This study examined the tasks that should be prepared centering on the autonomous police system introduced by the Moon Jae-in government, preparation of legal foundation, transfer of organization and manpower, and Jeju autonomous police system with a priori autonomous police system.

문재인 정부는 2017년 5월 10일 출범하면서 100대 국정과제를 실현하겠다고 밝혔 다. 문재인 정부가 밝힌 100대 국정과제 중 자치경찰제 도입을 13번째로 과제로 제시 하였다. 이에 따라 대통령 소속 자치분권위원회 자치경찰특별위원회는 각계전문가들 로 위원을 구성하고 오랜 동안 연구를 통해 문재인 정부의 바람직한 자치경찰제 모델 안을 제시하였다. 이는 많은 전문가들로부터 기존의 모델들보다 더 한층 개선된 모델 이라는 평가를 받기도 했다. 더불어 민주당의 홍익표 의원으로부터 전국적인 자치경 찰제를 도입하기 위한 법적 토대로 경찰법 전부개정안이 국회에 의원입법으로 제시 되었다. 하지만 이 법은 검경간의 수사권 조정안과 맞물러 있고 여야 간의 합의를 이 루지 못해 2019년 말까지 통과되지 못했다. 특히 문재인 정부에서 도입하게 될 자치 경찰제는 검검 간 수사권 조정과 밀접하게 연계되어 있기 때문에 첫째, 법이 통과되 어야 하고, 둘째, 시범지역이 선정된 후 시범실시가 있어야 한다. 그리고 셋째, 법에 따라 17개 광역시도에 자치경찰조직이 만들어져야 하며 국가경찰로부터 3차례에 걸 쳐 43,000여명의 인력이 이관되는 절차들이 남아 있다. 본 연구에서는 문재인 정부에서 심혈을 기울이고 있는 자치경찰제 도입 모델, 법적 토대 마련, 조직과 인력 이관, 선험적 자치경찰제 경험을 가지고 있는 제주자치경찰제 등을 중심으로 준비해 나가 야 하는 과제들에 대해 살펴보았다.
