이 연구는 평생학습의 2가지 관점인 정치적이고 전기적인 관점에 대하여 설명하고 있다. 우선 평생학습을 교육시스템에 대한 재조직의 관점으로 보았다. 이와 같은 관점은 현대사회에 들어와서 일의 본질에 대한 변화, 지식의 새로운 기능, 교육기관들의 기능적 장애, 개인주의와 근대성에 대한 반성, 교육경제의 새로운 상황 등으로 설명될 수 있다. 두 번째로는 평생학습의 현상학적인 양상에 대하여 논의하고 있다. 교육과 학습은 개인의 생애단계에 따라 조직될 수 있다. 성인들을 위한 계속적인 교육훈련, 암묵적인 학습, 학습의 사회 등이 그것이다. 마지막으로는 평생학습에 대한 제언으로 구성되어 있다.
