After care or supporting independence of juvenile offenders has been ignored in spite of its significance. Using the term "resettlement", UK has developed effective system for the released youth's successful reintegration into society. Since enactment of Crime and Disorder Act of 1998, incarcerated youth should finish their half of sentence under the community supervision. Youth Justice Board, the non-departmental public body which are responsible for youth justice, conducted several resettlement projects to establish effective resettlement system. In addition, Her Majesty’s Inspectorate of Prisons conducts annual inspection of juvenile correctional facilities incluging "resettlement". "Ministry of Housing, Communities & Local Governmen” provides housing support aiming at youth released from correctional facilities. Based on research, enacting law for mandatory after care, investigating resettlement of each facility, establishing multi-agency partnership, providing customized housing support for release youth, and conducting evaluation research of resettlement programs are presented to develop effective policies for the indepence of released juvenile offenders.

시설을 출원하는 비행청소년에 대한 자립지원은 이들이 사회 내 법을 준수하는 시민으로 성장하기 위한 중요한 사안임에도 불구하고 인식부족, 자원부족 등의 이유로 다른 처우에 비해 상 대적으로 간과되어 왔다. 영국은 “재정착”이라는 용어를 사용하 며 출원 후 지원을 강화하는 전략을 구축하였다. 구금형을 받은 소년사범의 형기의 반은 지역사회 내에서 받도록 하는 법을 제정하고, 교정시설에 대한 정기조사에서도 “재정착” 항목을 넣어 출원 후 지원이 강화되도록 하였으며, 소년사법위원회를 컨트롤 타워로 지정하고 각 관련부서들이 해야할 임무를 지정하였으며, 주거지원을 하는 관련 부서에서는 비행청소년을 대상으로 하는 주거지원을 실시하고 있다. 영국사례를 토대로 우리나라의 효과 적인 자립지원 전략 구축을 위한 시사점으로 재정착 기간의 법 적 의무화, 재정착 지원에 대한 정기조사, 다기관 협력체계 구축, 비행청소년 대상 주거지원, 효과성 진단 연구 실시 등을 제시하였다.
