The purpose of this study was to investigate the factors that are related to participation and obstacles of the life-long learning. Data came for the OECD ALL(Adult Literacy and Life-skills) survey with 5,506 adults of 16-65 years olds. 11.1% of Korean adults participated in formal and non-formal learning and 51.0% of them participated in informal learning. The relatively low participation rates indicates that we still have many barriers keeping adults from participating in learning activities. 13.5% of respondents answered that there were programs and courses that they failed to take in the last year even though they wanted to. The reason for not participating in life-long learning was time constraint(79.2%), money(38.6%), and housekeeping or child care(37.6%).
The results of logistic regression shows that the younger and the more educated people tend to learn more and the less educated and the poor people have low possibility of participating in continuing education. The need for encouraging the learning of the minorities was underlined.

본 연구는 한국 성인의 평생학습 참여율을 국제적으로 비교하고, 평생학습 참여와 요구에 관련된 요인을 밝히는 데 목적이 있었다. 한국직업능력개발원이 OECD와 함께 실시한 성인 5,506명에 대한 직업기초능력조사(Adult Literacy and Life-Skills Survey: ALL) 결과 중, 평생학습 참여에 관한 질문을 중심으로 분석하였다. 한국 성인의 2004년도 평생학습 참여율은 11.1%로서 2005년도 1차 보고서 상에 포함된 6개국(스위스, 미국, 노르웨이, 캐나다, 버뮤다, 이탈리아) 중 가장 낮은 나라인 이탈리아 18.9%보다 훨씬 낮음을 확인하였다. 형식 및 준형식 학습만이 아니라 무형식 학습 참여율은 51.0%로서 스위스, 미국, 노르웨이가 95%를 넘는 것과 대조적이었다.
평생학습 참여와 관련된 요인은 연령, 학력, 취업상태, 가구소득, 단체 활동 참여로 확인하였다. 평생학습에 참여하지 못하는 가장 두드러진 이유는 시간 부족(79.2%)이며 그 다음이 비용부담(38.6%)과 가사 및 육아(37.6%)로 나타났다. 학습빈곤층의 존재가 본 연구를 통하여 재차 확인된 바, 평생학습을 지원하기 위한 다양한 정책의 필요성을 제언하였다.
