In this study, we wanted to look at the results and limitations of the operation of the five smart city connected services, citing the case of smart prevention service in the Incheon Free Economic Zone (IFEZ). The research contents were first examined on the concept of smart city and the development process from u-City, second, the cases of operation of CCTV control center of local governments in Korea, and third, the cases of establishment and operation of IFEZ smart prevention service were analyzed based on the empirical data of the year 2018. This led to three implications in terms of the operational performance of the five smart city linked services. First, it is important to establish a consistent process for linking all sections of the prevention service and to secure the link between relevant agencies related to prevention. Second, it is necessary to continuously link and develop the social welfare sector as control through CCTV is effective in preventing various accident risks and protecting the socially disadvantaged rather than just preventing them. Third, it is necessary to upgrade the information and system linkage integration using the latest advanced technologies to reduce the operating costs of smart cities and increase control efficiency.

본 연구에서는 인천경제자유구역(이하 IFEZ)의 스마트방범서비스 사례를 들어 스마트시티 5대 연계서비스의 운영 성과와 한계에 대해서 살펴보고자 하였다. 연구 내용은 첫째, 스마트시티의 개념과 u-City로부터의 발전과정을 살펴보았고, 둘째, 국내 지자체의 CCTV관제센터 운영사례를 검토하고, 셋째, IFEZ 스마트방범서비스의 구축 및 운영사례를 2018년 한 해 동안의 실증자료를 기반으로 분 석하였다. 이를 통해 스마트시티 5대 연계서비스의 운영성과측면에서의 세 가지 시사점을 도출하였다. 첫째, 스마트시티에서 추구했던 상황접수 후 계도방송, 상황전파, 현장출동 등 방범서비스 전 구간을 연계할 수 있는 시스템이 충분히 달성되도록 일관된 프로세스 확립 및 이에 따른 방범 관련 유관기관 간의 방범 정보의 연계성 확보가 중요하다. 둘째, CCTV를 통한 관제가 단지 방범에만 국한되지 않고 각종 사고위험 예방 및 사회적 약자를 위한 보호에 효과적이기에 지속적으로 사회복지 분야 등과 연 계· 발전시킬 필요가 있다. 셋째, 스마트시티의 운영비용을 줄이고 관제효율을 높이기 위하여 최신 첨 단기술을 활용한 정보 및 시스템 연계· 통합의 고도화가 필요하다.
